Wastiik<#on, Dec. 6.?In the Senate Mr. Adams introduced-a bill to repeal the existing naturalization laws and to establish a uniform rule on the Subject. The House refused to lay on the table the | resolutions of Me. Sollers, calling for informamation relative to the recent meeting of the American Diplomatists at Ostend, and the subject was referred to the Committee on Foreign Affairs: The River and Harbor Bill was taken up and a vote had on its passage notwithstanding the Presidents objections. There was, however no constitutional majority?the vote being 95 ayes to 80 nays. New York, Dec. 6. ?Cotton is dull, and has declined an eighth of a cent. Middling Upland was worth from 8 1 4 a 8 1 2 cents per lb. Flour was firm. ^ New Orleans, Dec. 6.?Cotton is unchanged. 6500 bales were' sold to-day. The stock on hand comprises 155 bales. Nearly the whole press of the State has had something to say about the resign.-^jion of President Tbornweil, and the greater part of them have deplored the event as if it involved the very existence of the Institution, and have indicated a disposition to emphjy very strong moral coercion, to retain him in the place. We think this is equally unfair to Dr. Thornwell and to the College. Unfair to him, because he is $ Minister of the Presbyterian Church ; and that Church, after much deliberation, and with great unanimity, have called him to an office of principal importance in their system of theological education. \Vre do not see how he can refuse this call, and it is scarcely generous to make his acceptance of it a matter of complaint or remonstration. He is not making ehaice between the Presidency of the College and a life of literory indolence. He > is simply passidg from one active sphere to another; and if he believes the latter to be that one in which he can best release his sense of duty, it is not fair to harrnss him opposition; and with exaggerated anticipations of injury to theCollege. But it is unjust to the College. Is there, indeed, but one man on the^bontinent, capable of presiding over it?one mortal man? Then if he remains in it, when he dies, the College must die with lijjn. We have no such narrow faith. Tho College did not originate with Dr. Thornwell, and has no such frail tenure*of ex istence, as the life of one man. He has been a good President?active, conscientious and enlightened; but he is not thank God, the only man adorned with these qualities. If he were, it would hardly be worth while to lavish money and care upon the education of the human race. The worst stage of barbarism can show jit least one man in seven hundred thousand, til to be a ruler and teacher. We tlunk br. Thornwell has chosen rightly, and as he was hound to choose, if the Trus tees of the College, in naming his successor, shall as faithfully follow the dictates of duty, we shall be satisfied. The President of the College, to fffl his office efficiently, must be a man capable of a moral ascendency over the minds of young men. It is not mere learning that can give him this. A strong will, an even and kindly te per, a good knowledge of life and the high tone of a gentleman, are qualities without which all the learning in the world would be mere incumbrance and rubbish. We hope there will be no haste in the selection. Better a short interregnum than a bad choice. The right man will be tound by a little searching; if not in this State, then in another. The College will not die away so long as it has a place in the h^art of a living people. % Charleston Mercxtry. The brothers James and Newton Vickers, recently tried in York District for the murder of Dobson, were sentenced to be hung on the 2Dth instant. One of the parlies, however, who was recommended as a fit subject for Executive interference, lias been pardoned by His Excellency Gov. Manning, and in lieu of being hung will remain in confinement uitil November next. The other will be executed in accordance with the sentence of the court. Spiking tiif.ir Guns.?A correspondent of tlie London Morning Herald thus explains the mode of spiking guus, and describes the spikes: The spikes are about four inches long, and of ^ the dimensions of a tobacco pipe; the bead flat, a barb at the point acts as a spring, which Is naturally pressed to the shaft upon being forced into the touch-hole. Upon reaching the chamber of the gun it resumes its position, and it is impossible to withdraw it. It can only be got out by drilling? no easy task, as they are made of the hardest steel, and being also loose in the touch-hole, there is much difficulty in making a drill bite as effectual as itsbould do. Its application is the work of a moment, a single tap on the flat head withjbe palin sufficing. This can be easily done even, jf it is erer so dark.
