France, Hungary and Switzerland have been visited, and many lives have been lost and property destroyed. So great is the distress in the valley of the Garonne that contributions are solicited in this coun? try for the relief of the sufferers. These watery visitations on the continent have been supplemented by like manifesta? tions in England and Wales. A late rain raised the streams in Devonshire and Oxford, nnd also Hereford and Mon mouth Counties in the former country, and while no lives, were lost, the de? struction of property was of a most seri? ous character. All the crops, but more especially hay, have been damaged heavily. The same fall of water extended into Wales along the banks of the Og more, County of Glamorgan, and the people were almost beggared. All their movable property was swept away. By the breaking of a reservoir*thirteen lives were lost at one place. Thousands of acres of land are under water and will not be productive again this season. A PnosPEBOus Southern City.?The city of Atlanta, Ga., is considered the most prosperous city in the South. The Memphis (Tenn.) Appeal accounts for this on the ground that Atlanta has di? versified labor and is not the mart for cotton or any one agricultural product to the exclusion of others. The secret of Atlanta's universal prosperity was exem? plified at the celebration of the last Fourth of July. After the Hon. A. II. Stephens had concluded his eloquent speech on that occasion, the immense audience, escorted by tho military, re? paired to the spot selected for a new cot? ton factory and steam mill company. Ground was broken for the enterprsie amid much enthusiasm, and short speeches were made by Mr. Stephens and other prominent citizens. It is a practical way of celebrating indepen? dence to inaugurate self-independence. Yicksburg's bloody little shooting affair, our despatches say, has been smoothed over. Negroes and whites were mixed up in it, and two negroes were killed. Some months ago the Rad? ical papers would have placed the num? ber of slain Africans at not less than 150.
