Tho payment of the accounts for Coal and Advertising is provided for in Sec? tion 11 of the said Act. The proposals will be opened at Co? lumbia, S. C, in the presence of a board, consisting of the Governor, the Secretary of State and Attorney-General; contracts shall bo of no effect until approved by the said board. The Coal must be of best quality of red ash grate coal, and has to be deli? vered free of charges to the State House, in the city of Columbia, S. C.
