On Monday, or soon thereafter, Bop ?; reaeutative Hougbton, of California, will introduce in tbe House of Repre? sentatives a bill to aid the construction of the Boutbern Pacific Railroad, I whieh has been prepared by the parties directly interested. The bill provides that the Go? vernment shall guarantee the payment of .the interest on forty year five per ? cent* bonds, to be issued by the re ? sneetUe companies to tbo amount of ?40,000 per mile of road constructed wif Svm""s~ "sd equipped by each an ^foseaaid; but the amount of $5,000 per mile of these bonds shall be re . iained in tbe United States Treasury, ? to be sold, if necessary, to mako up the amounts) to be deposited as herein? after provided for tbe payment of the guaranteed interest. It in perfectly obvious that no bill can pass Congress which does not harmo? nize and fully recognize tbe eqaituble ? claims of tbe two interests pressing for Settlement, namely, tbe planters and the factors and merchants. A certuin class of Southern membors, professing to represent tho planters, but really - their worst enemies, so far as theee claims are concerned, have so far played a grab game, intending to leave the merchants and faotore altogether - out in-the cold, and have obstinately refused any reasonable compromise of the two int'-rests. Tbe planters have these gentlemen to thank for their failure to get their money, und there is reason to fear that the same spirit will so far obtain this eessiou as to make it useless to posh tbe measure. Unless some agreement can be bad early in tbe session, it will bo too late to do anything. The difficulty does not grow ont of the luck of money to pay?the plan being to pay the claims iu bonds?but out of the bsd policy of certain members from the Soutb. A literary curiosity is now for tale | at Peking. It consists of u oopy of a gigantic work composed of C.1?9 vo? lumes, entitled "Au Imperial Collec? tion of Ancient and Modem Litera? ture." This huge encyclopedia was commenced during the reign of the Emperor Kang-he, (1(362-1722,) and was printed at the Imperial printing office, where a complete font <>( copper type was cast for tho purpose.
