When a man like Mr. William Henry Tresoot can Bay of euoh a 8tato aa South Carolina, tbat among the people of his State Federal politics are obso? lete, and that the one absorbing, vital interest is thebonoat administration of the State Uovernuieul, Le preoeulo u picture of the revolution thut has swept over the South, siuco the war, which an elaborate description of the situation might fail to convey to the mind. South Carolina was the home uf Federal politics, and Mr. Trescot was reared in its atmosphere. His writings and his experience lay in the outer circle of Federal and inter-State relations, and those subjects woro always matter of absorbing luterest to '.he poople among whom he dwelt. If he can find no interest in thcso ques? tions now among his peoplo, there must be little of saoh interest in South Carolina; and the fact thut the South Curolioiaps have no suoh interests, and that .federal politics uro obsolete] among them, shows how completely the told State has been beaten down. We-are nil familiar with the events which have effected theso mighty changes in the disposition of this) people. Men who see the fonndtitione j of their homes tottering and threaten? ing destruction; who feel the hands of robbers upon their throats; who hear the barglars cutting their way into their houses, do not stop to indulge in speculations as to the rights and duties of members of society. Just so, the situation is too intense in South Caro? lina; the ponding questions are too near at home; there is too muoh of a struggle for life and security to person and individual property for mm to stop t? disooBs ?tato sovereignty, or even to consider their aggregate rota? tions with other political communities. Federal polities are ohsoloto. It mat? ters little whether Republicans or De? mocrats rule the land. It matters little what powers the Federal Govern? ment assumes to itself, or how little recognition is given to the sovereignty of the States.. Ail that the people of Sooth Carolina, ask is to be saved from anaroljy and. rnio; to be saved from being robbed to fill the pockets of scoundrels and thieves; to be estub lishod 'in at least the decency and security that are granted to the most abject provinces of the most arbitrary and cruel despots. The large pre? ponderance in South Cur?ii?u oi the ignorant and illiterate element in the politioo-Booial ejBtem would be'a seri? ous obstuole in the way of progress and reform, even'if that clement wero well-advised and subjected to elevating influences.
