The day after the eleotion, a negro man called at Boyd's house, while he was eating dinner. Boyd invited the I ebony oivil rights man and brother to [ sit down ut the table with him and ap? pease his hunger. Sambo slid into a chair alongside the sociable Boyd, but ! Mrs. Boyd did not like such conduct, and she hastily gathered the four cor? ners of the table-cloth, brought them together with a jerk, throwing plates, glasses, dishes, vegetables, meats, etc, ail I into a shapeless mass, and then pitched them into tbe yard. Having thus plainly expressed her sentiments concerning the social equality of tho races, she told Mr. Boyd that he could remain In full possession of the house and enjoy to his heart's content the I company of his African friends, but as for herself, she would go to her mo thor's, and there remain, never to meet him again. Boyd's own brother, we aro informed, escorted her to the fa? mily mansion, and this miserable hus? band fled tbe country. [Bolivar Bulletin, A ugusl 14. Tints speaks, soberly and sadly, a leading Northern journal on the negro qnestion as it now presents itself: "This state of things cannot last. Publio opinion at the North cannot always support the blacks in their ru? inous course, merely because ten years or so ago they were themselves held iu bondage. Ordinance to be Enforced. Office Chief of Police. Columbia, S. O., August 15, 1874. The following ordinance is pub? lished for the information of all tavern, store and shop-keepers within the limits of tbe city of Columbia. The penalties therein prescribed for neglect or failure to comply with its provibioQs will attach ou and after September 1:1" An Ohdinancb Regulating Weights and mba8ures. 8BcnoN 1. Be it ordained, by the Mayor and Aldermen of the city of Co? lumbia, in Council assembled, That the Chief of Police shall take charge of and keep all such weights aud mea? sures as shall bo furnished and de? livered to him by tbe Mayor und Aldermen, as the standard of weights and measures for the city of Columbia; aud no person shall hereafter, within the limits of the suid oity, use any steelyards, scales, weights or measures, or other implements used iu ascertain iog weights mod quantities, (for the purpose of ascertaining the weights or ?SQMQree of ?oy ertioleedf merobau diso bought, sold or -bargained for.) whioh shall not have*-been, within twelve months next before euch ose, adjusted, corrected and approved by the said Chief of Police; and it Bball be the duty of the said Chief of Police to adjust und compare with the stand? ards in bis possession all snob weights and measures as may be bronghs to bim for that purpose; and the said Chief of Police shall fix upon such weights and measures as be shall ad? just euch mark or marks as he shall thiok will bust answer tho purpose of identifying the same; and shall, in the best mauner iu his power, by privuie memorandum or otherwise, preserve the date of such adjustment. Beo. 2. And be it further ordained. That it shall be the duty of the Chief of Police, once every twelve months, (or offener, if heshull think necessary,) to visit the houses and stores of every tavern, store or bhop-keeper within the limits of the city of Columbia, for the purpose of adjusting and correct? ing the weights aud measures used in the business of such tavern, store or shop-keeper, und shall adjust aud cor? rect tho same; and hereafter no weights or measures.shall bo used within the said city of Columbia, except such as have been approved and stamped or otherwise marked by Chief of Police. Seo. 3. Be it further ordained, Thut any person sUBpeoting that he has been injured or imposed upon in the weight or measure of any article of merchandise, if he has the same in his possession, may carry the same to the Chief of Police, whose duty it shall be to ascertain the weight or measure thereof by the standard in his posses? sion; and if, upon snch ro-weighiDg or measuring, the party shall think him? self to have been impoted upon, and shall make complaint thereof to the Mayor or any one of tho Aldermen, a warrant shall be issued, requiring tho person or persons charged with the imposition to appear before the Mayor; and upon the return of said warrant, or as soon thereafter as may be, the said Mayor and Aldermen shall inves? tigate said complaint; and if the same be found true, shall impose upon the offending party such penalty as offend? ers are liable to for tho breaches of this ordinance; and where the party complaining shall not bo in possession of the said article of merchandise, he may make complaint to the said Mayor or any one of the Aldermen, who shall issue a warrant returnable and to be tried as aforesaid, and, on conviction, the offender shall suffer the penalty as aforesaid; and on saoh trials, the oath of ?tho patty oompluining, together with the testimony of the Chief of Po? lice, (when he shall have made such trial as aforesaid with tho standard, and is of opinion there was snob impo? sition,) shall be conclusive in support of snch obarge, unless the party com? plained of shall produce the whole of the implements used, and also tbo arti? cle weighed or measured, when the same shall bo in his possession, and identify the same upon his oath, und thereby, or in some other way, satisfy tho authority before whom the trial is bad that he did not practioe such im? position as was complained of. And the said Chief of Police shall huve power, and he is hereby authorized, at auy time to go into any store or place of business, in tho day time, and when snob house or store shall be open, and then and these to examine the weights, pcales, steelyards and measures at such house or store, aud to adjust the same; and when the said Chief of Police, at such occasional visits, shall Und that tho weights, scales, steelyards or measures, at auy such place, have not been udjusted within the time prescribed, or have been altered sinoo the last adjustment thereof by him, the said Chiof of Po? lice shall make report to the Mayor or one of the Aiucf men, who may order an investigation thereof, aud shall thereupon issue a warraut, requiring the person complained of to appear before I he said Mayor nud Aldermen to answer to the charge; aud any per? son convicted of such intentional alteration shall bo liable to the penalty inflicted for the breaches of this ordi? nance. Sec -1. Be it farther ordained, That if any persoo bball, by force or violent and threatening language, attempt to hinder, preveui or obstruct the said Chief of Polico in the peaceable per forrauuee of the duties prescribed by this ordinance, such person, on con? viction, shall stiller such penalty us is inflicted for other blenches of this ordinance. Sec >>. Be it further ordained, That any person offending against any of the tnovisions of this ordinance shall be liable to such penalty u? the Mayor and Alderman may inflict, not exceed? ing the sum of forty dollars, for each and every offence. Sec. G. Be it further ordained. That the said Chief of Police shall bo enti? tled to receive fur marking each weight or miasure, five couts, to be paid by tho owuer of such weight or measure, before he or she Hbull be per* mitted to make use of Micb weight or measure: Provided, That when there is more than ono weight or measure of tho same kind stamped fur Mm* same person,each of snob addition**' -eights or measures shall be stamped u,t two and a half oentu.
