O., Aug. 15, 1874. The following ordinanoe is pub? lished for information of all concerned: An Ordinance fob the Better Ob 8 ebv an oe of the sabbath day. Section 1. Be it ordained by the Mayor and Aldermen of the city of Co? lumbia, in Council assembled, That from and after the passage and pro? mulgation of this ordinance, any mer? chant, shop-keeper or vender of wine, spirituous or malt liquors, in any quantity, either under a tavern or re? tail lioense, who shall keep his, her or their store, shop, bar-room or saloon open for the transaction of business on the Sabbath day, shall be subject to a penalty of not more than $15, nor less than $20, at the discretion of the City Council of Columbia, for each and every violation of this ordinance. Seo. 2. And be it further ordained, That any person who shall publicly work or labor, or employ any other person to do so, on the Sabbath day, (except in oases of emergency,) shall be subject to a penalty of $10 for eaoh and every offence Seo. 3. Be it further ordained, That this ordinanoe shall take effect from and after its ratification, and that all ordinances and parts of ordinances ro pognant to this ordinance, be and are hereby repealed. The following ordinance is pub? lished for the information of all tavern, store and shop-keepers within the limits of the city of Colombia. The penalties therein presoribed for neglect or failure to comply with its provisions will attaoh on and after September 1 f An Ordinance Reoulatino Weights and Measures. Section 1. Be it ordained, by the Mayor and Aldermen of the city of Co? lumbia, in Council assembled, That the Chief of Police shall take charge of and keep all eaoh weights and mea? sures as shall be famished and de? livered to him by the Mayor and Aldermen, as the standard of weights and measures for the city of Columbia; and po person shall hereafter, within the limits of the said city, ose any steelyards, scales, weights or measures, or other implements used in ascertain irjg weights and quantities, (for the purpose of aeoertaioiog the weights or measures of any "-articles uf merchan? dise bonghl, sold or bargained for,), which shall not have been', within twelve months next before such use, adjusted, corrected and approved by the said Chief of Police; and it shall be the duty of the said Chief of Police to adjust aud compure with the stand? ards in his pospession all such weights and measures us may bo brought to him for that purpose; und the said Chief of Police shall fix upou such weights and measures as he ehull ad? just snoh mark or marks as he shall think will best answer the purpose of identifying the same; and shall, in the best manner in bis power, by private memorandum or otherwise, preserve tbo date of such adjustment. Sec. 2. And be it further ordained. That it shall be the uuty of the Chief of Police, once every twelve mouths, (or offener, if he shall tbiuk necesi-nry,) to visit the houses aud stores of every tavern, store or shop-keeper within the limits of the city of Columbia, for the purpose of adjusting and correct? ing the weights and measures used in the business of suuh tavern, store or shop-keeper, and shall adjust und cor? rect the same; and hereafter no weights or measures shall be used within the said city of Colombia, exsopt such as have been approved and stamped or otherwise marked by Chief of Police. Seo. 3. lie it further ordained, That any person suspecting that ho has been injured or imposed upon in the weight or measure of any article of merchandise, if he has the same in his possession, may carry the same to the Chief of Police, whose duty it shall be to ascertain the weight or measure thereof by the standard in his posses? sion; and if, upon such re-weighing or measuring, the party shall think him? self to have been imposed upon, and shall make oomplaint thereof to the Mayor or any one of the Aldermen, a warrant shall be issued, requiring the person or persons oharged with the imposition to appear before the Mayor; and npon the return of said warrant, or as soon thereafter as may be, the said Mayor and Aldermen shall inves? tigate said complaint; aud if the same be fonnd true, shall impose upon the offending party such penalty as offend? ers are liable to for the breaches of this ordinance; and whero the party complaining shall not be in possession of the said article of merchandise, he may mako oomplaint to the said Mayor or any one of the Aldermen, who shall issue a warrant returnable and to be tried as aforesaid, and, en conviction, the offender shall suffer the penalty as aforesaid; and on such trials, the oath of the party complainiug, together with the testimony of the Chief of Po? lice, (when he shall have made such trial as aforesaid with the standard, and is of opinion there was such impo? sition,) shall bo conclusive iu support of such charge, unless the parly com? plained of shall produce tbo whole of the implements used, aud also the arti? cle weighed or measured, wheu the same shall be in his possession, aud identify the same upon his onth, and thereby, or in some other way, satisfy the authority before whom the trial is bad that he did not practice such im? position as was complained of. And the said Chief of Police shall have power, and he is hereby authorized, at any time to go into any store or place of business, in the day time, and when snoh house or store shall be open, and then and there to examine the weights, scales, steelyards and measures at such house or store, aod to adjust the same; and when the said Chief of Police, at such occasional visits, shall find that tho weights, scales, steelyards or measures, at any suoh place, have not been adjusted within the time prescribed, or have been altered sinoe the lust adjustment thereof by him, the said Chief of Po? lice shall make report to the Mayor or one of the Aldermen, who may order au investigation thereof, and shall thereupon issue a warrant, requiring the person complained of to appear before the said Mayor and Aldermen to answer to the charge; and any per? son oonvicted of such intentional alteration shall bo liable to the penalty inflicted for the breaches of this ordi? nance. Seo. 4. Be it further ordained, That if any person shall, by force or violent and threatening language, attempt to hinder, prevent or obstruct the said Chief of Polioo in the peaceable per? formance of the duties prescribed by this ordinance, such person, on con? viction, shall sutler such penalty us is inflicted for other breaches of this ordinance. Sec 5. Da it further ordained, That any person offending ugaiust any of the provisions of this ordinance shall be liable to such penalty aa the Mayor aud Alderman tnuy inflict, uot exceed? ing the sum of forty dollars, for each aud every offence. Sec. G. lie it further ordained. That the said Chief of Police shall be enti? tled to receive for marking each weight or measure, Svo cents, to be pant by tho owner of such weight or measure, beforo he or she shall be per? mitted to make use of such weight or measure: Provided, Thot when there is more than ono weight or measure of tho some kind stamped for Wve ??me persun, each of saob additional v v^id? or measures shall bo stamped lur uu and a half cents. Sec. 7. Bo it further ordained, That this ordinance shall take effect from und after tho ratification thereof.
