"Civil Rights" at Saratoga.?The
Sartoga (N. Y.) Sentinel snys: On the
arrival of the Albany train, Tuesday
morning, a lady, accompanied by a
oolored man, dismounted and crossed
the arcade to the omnibus of one of
the first-class hotels. The lady enter?
ed, and the man attempted to do the
same, bnt was taken by the arm by the
colored portor, who said, "You can't
go in there; servants ride with the
driver." "But the lady is my wifel"
"I can't help that; I run this 'bus,
and if you ride you take the top."
The miacegenationiet took the deak,
and the omnibus drove away. Joo
says he runs that line, and be intends
to see that the civil rights of his estab?
lishment are not infringed.
There is a man in New-York deter?
mined to run a oider mill in a Broad?
way window, never mind who or what
suffers. For a long time he had a dog
at work; but Bergh soon put a stop to
that; and now he has put a negro child,,
of about eight years, in the place. The
poor little creature can be seen at his
toilsome work, looking weary and
jaded, with the perspiration rolling
down his faee. He is obliged to keep
on walking up and up, after the fashion
of a tread-mill, daring not to stop for
an instant. If this outrage took place
in a Southern city, it would be placard?
ed about as a ease of terrible oruelty;
but, as it is, the people look on and

Tho dwelling of Mr. John Hall, in
Bennottsville, Marlboro County, was
struck by lightning, on the 11th, and
be was instantly killed. His wife was
slightly injured.

An Ordinance fou the Better Ob?
servance of tue SaBDATH day.
Section 1. Be it ordained by the
Mayor and Aldermen of the city of Co?
lumbia, in Council assembled, That
from and after the passage nnd pro?
mulgation of this ordinance, nny mer?
chant, sbop-keeper or vender of wine,
spirituous or malt liquors, in any
quantity, either under a tavern or re?
tail license, who shall keep his, her or
their store, shop, bar-rqom or saloon
open for the transaction of business on
the Sabbath day, shall be subject to a
penalty of not more than $15, nor less
than $20, at the discretion of the City
Council of Columbia, for each and
every violation of this ordinance.
Sec. 2. And be it further ordained,
That any person who shall publicly
work or labor, or employ any other
person to do so, on the Sabbath day,
(except in oases of emergency,) shall be
subject to a penalty of $10 for each aud
every offenoe.
Sec 3. Be it further ordained, That
this ordinance ?hall take effect from
and after its ratification, and that ull
ordinances and parts of ordinances re?
pugnant to this ordiuaoce, be and are
hereby repealed,

lished for the information of ull tavern,
store und bhop-koepers within tho
limits of the city of Columbia. The
penalties therein prescribed for neglect
or failure to comply with its provisions
will attach on aud after September 1,
1871:
An Ordinance Regulating Weights
and Measures.
Section 1. Be it ordained, by Ike
Mayor and Aldermen of the city of Co?
lumbia, in Council assembled, That the
Chief of Police shall take charge of
and keep all such weights and mea?
sures as shall bo furnished and de?
livered to him by the Mayor and
Aldermen, ns the standard of weights
und measures for tho city of Columbia;
and no person shall hereafter, within
tho limits of the said city, use any
steelyards, scales, weights or moasuros,
or other implements used in ascertain?
ing weights and quantities, (for tho
purpose of aacertuiuSug the weights or
measures ?>f any articles of merchan?
dise bought, sold or bargained for,)
which shall.,not- bate , been, within
twelve.months next before each qse,
adjusted, corrected aud approved by
the said Chief of Polioe; and it shall
be tho duty of the said Chief of Police
to adjust and compare with the stand?
ards in his possession all suoh weights
and measures as may be brought to
bim for that purpose; and the said
Chief of Police shall fix upon such
weights and measures as he shall ad?
just such mark or marks as he shall
think will best answer the purpose of
identifying the same; and shall, in the
best manner iu his power, by private
memorandum or otherwise, preserve
the date of Buch adjustment.
Seo. 2 And be it further ordained.
That it shall be tho duty of the Chief
of Police, ooce every twelve mouths,
(or of teuer, if he shall think necessary,)
to visit the houses aud Btores of every
tavern, store or shop-keeper within
the limits of the city of Columbia, for
the purpose of udjusting and correct?
ing the weights and measures used in
the business of such tavern, store or
shop-keeper, and shall adjust and cor?
rect the same; aud hereafter uo weights
or measures shall be used within the
said oity of Columbia, except such as
liuvo been approved and stamped or
otherwise marked by the Chief of
Police.
Sec. 3. Be it further ordained, That
any person suspecting that he has
been injured or imposed upon iu the
weight or measure of any articlo of
merchandise, if he has tho same in his
possession, may carry tho same to the
Chief of Police, whose duty it shall be
to ascertain the weight or measure
thereof by the standard iu his posses?
sion; and if, upon such re-weighing or
measuring, the party shall think him?
self to have been imposed upon, and
shall make complaint thereof to the
Mayor or any one of the Aldermen, a
warrant shall be issued, requiring the
person or persons charged with the
imposition to appear before tho Mayor;
and upon tho return of said warrant,
or as soon thereafter as' may be, the
said Mayor and Aldermen shall inves?
tigate said complaint; aud if the same
be found true, shall impose upon the
offending party such penalty as offend?
ers are liable to for tho breaches of
this ordinance; and where the party
complaining shall not be in'possession
of the said article of merchandise, he
may make complaint to tho said Mayor
or any one of the Aldermeu, who shall
issue a warrant returnable and to bo
tried as aforesaid, and, on conviction,
tho offender shall suffer the penalty as
aforesaid; and on such trial*, tho oath
of the party complaining, together
with the testimony of the Chief of Po?
lioe, (when he shall have mado suoh
trial as aforesaid with the standard,
and is of opinion there was suoh impo?
sition,) shall be conclusive iu support
of such charge, unless tho purty com?
plained of shall produce the whole of
tho implements used, and also the arti?
cle weighed or measured, when the
samo shall bo iu Iiis possession, aud
identify tho same upon his oath, aud
thereby, or in some other wuy, satisfy
the authority before whom the trial is
had that he did not practice such im?
position as was complained of. Aud
tho said Chief of Police shall have
power, and he is ho/eby uuthorizud,
at any time to go into any store or
place of business, in tho day time, uud
when Buch house or store shall be
open, and then and there to examine
the weights, fcales, steelyards and
measures at such house or store, and
to adjust the same; und when the said
Chief of Police, at such occasional
visits, shall find that tho weights,
scales, steelyards or measures, at any
such place, have not been adjusted
within tho time prescribed, or have
been altered since the last adjustment
thereof by him, the said Chief of -Po?
lice shall make report to the Mayor or
one of the Aldermen, who may order
an investigation thereof, und shall
thereupon issue a warraut, requiring
the person complained of to appear
before the said Mayor and Aldermeu
to answer to tho charge; und tiny per?
son convicted of such intentional
alteration shall be liable to the penalty
indicted for the breaches of this ordi?
nance.
Sec. 4. Be it further ordained, That
if auy person shall, by force or violent
and threatening language, attempt to
hinder, prevent or obstruct the said
Chief of Police in the peaceable per?
formance of tho duties prescribed by
this ordinance, such person, on con?
viction, shall sulTer such penalty as is |
inflicted for other breaches ol this I
ordinance.
Sec. fj. Be it further ordained, That
any person offending ngniust any of >
the provisions of this ordinance shall ?

aud Alderman may inflict, not exceed- I
iug the sum of forty dollars, for each ]

Sec.?. Be it further ordained, That

weight or measure, live cents, to be
paid by the owuer of such wi-ight or
measure, before he or she shall be per- i
mitted to make use of Mich weight or I
