Board uf Health of the City of Co hanbia: The luidcrttigued, Having boeii ap? pointed a committee, by tho Board of Health, to look into tho goueral subject of tho supply of water to the city ol Colum? bia, ail; h ave to present th'u following ae tlieir report: At the time of the appointment of your ?ommitteo, on tho 17th of Juno, the water distributed through the water works was very dirty, and evidently came from tho river; It was neither ploasaut to tho sight aor taste, was lull of sediment, and tho complaints to tho committee wero general. In order to Inform thumsolves, the commit? tee visited the water works, inspected all the springs, and had an interview with Major Pearce, tho roprosontativeof tho Wa? ter Power Company. At thai, timo, the supply of water consisted of one-h?lf spring water and the other half river water, which ?Iajc>- Pearco claimed was duly filtered. Your committee inves? tigated this representationj and found that b">me waste probably o-jctured, but nowhere to any marked amount except at-ho Idbruo Asyltim, whero tho consumption of water seemed to be very large. Tito attention of Mr. Hook, tho Water Snperintcu lent, was Oallod to this waste, and since Unit time, the water in the pipes has groat'; improve d in oharactcr and quality. Your committee have slso pursued their investigations n little further, in order to satisfy themselves whether tho supply ot spriug water could not be inoroased, ?o as to meet all the wants of ourcitiz3iis. It is obviouB that, as tho heat ot Hammer ap? proaches, there will always bo au increased uuo of water, and it is just at this time when it is of p.-imo importance that tho water shall bo puro und healthy. If tho present tupply of spring water cannot be increased, then at the very moment when tho greatest amount is desired for the use and comfort of our people, and its quality should be the heut, tue city will always be furnished withtho dirtiest and least healthy I water. It has been'so now for two sum j mers, and unless sonic steps aro taken to remedy this, tho same tbiug may bu antici? pated every summer. Tho committco found ouo Bpviug in the Park, known as the Willow Spring, nearly full of water, tho pipe from which is entirely stopped up. Major Pcarco's attri? tion was called to this, and he promised to htve it opened, but up to this time nothing has boeu doue. They also found an old spring on the South sidu of tho Park, en? tirely filled up and useless, which, they were informed by a gentleman long familiar with tho Park, had been a large and pro? ductive oue; also, that, a large spring form? erly existed just below the fouuiatn, near the out ranch to the Park! Your committee arc e!.*3 of the opinion that a new spring can bo opened on the North side of tho Park, near the Willow Spiiug, and that an? other one is possible in tho street on the South bide of the Park, whero tho wator now flows in considerable quantity from out the bide of tho bill. If these springs should prove to be good ones, they would probably double the prerent supply ot spring water, and your committee are of tho opinion that thooroper steps should bo taken to dovelop them. The spirit of the contract existing be? tween ttio city and the Coluinbii Writer Power Company would seem to imply that spring water should bo l'nriushcd ih? city so long as its supply should lie Mtftlcioiit, and that water from the river shall bu taken only to supply an actual detieieucy. The contract, with this view, provides not only that the water collected by tho old works shall he ueod, but tho contractor is under the obligation "of collecting water from streams below tho present reservoir." At nrescnt, uo spiiug water is obtained, ex? cept what in now and was formerly supp'ied to tho old receiving reservoir. No efforts have beeu made to open any new springs below it. Tho only e It-art made to increaso tho supply was by meant! of gathering up tho snrfaco water near tho Penitentiary, which the Hoard of Health last year disap? proved, Under tho construction of this part of tho coutraot by bin Honor Judge Carpenter, it would seem that tho expense or opening the springs an suggested above, should fall on tho contractor. His duty is delined to bo "tho whole process of collect? ing tho water and forcing it into tho distri? buting reservoir." We, therefore, suggest that the City Council should call on the contractor to open and test tho several I springs wo havej mention* d; and if ho do odues or neglects to do ii, that tho City Couucil have Ihein opened, ami charge tho expense to the contractor, deducting it from Ids compensation for the current quarter. Your committee have also given the pio ceas of tillering the river water some atten? tion, an connected with its benltlifuliibss and purity. An analysis of sotna taken from tho pipes two weeks since, shows that it 'contained a huge amount of sedimentary matter, held in solution, which could mity be removed by the indst careful method.-?, and too lapse of consider able time.
