SELBY The Charleston Neues and Courier corrects its statement, that Judge Car? penter set the example of lending out the assets of the Bank of the State to importunate applicants, among whom was his brother, by saying that the first loans wero made by order of Judge C.; bfjt during his administration loans wero made only npon the approval of the solicitors of the creditors, and with great care. It was under the subse? quent administration of the fund, that the rulo was dispensed with. It was also under the administration of Judge Graham, that tho loan was made to Registrar Carpenter. Judge Maher has decided, in the case of the Port Royal Railroad, that bills of tho Bank of the State are not receivable for taxes. The Treasurer oi Beaufort has been ordered to levy at once upon the property of the road and sell endugh to pay the tax. Oadet Hoyle, of Atlanta, Ga., was the first military appointment in hin class at West Point, and becomes cap? tain; Cadet Garlington, of the same city, won the first position in hiB ciass and beoomes sergeant. It is asserted that through tho par? doning power, the number of peniten? tiary convicts has been reduced to 100, but the appropriation is expended the same as if there were 250 prisoners.
