Captain-Geperol Concha lias issued a decree intended to arrest tbe rapid rise of gold, which is considered to be solely due to the ro ceut law compelling importers to pay twenty-five per cent, of the duties in gold, the treasury no longer receiving the equivalent iu paper, as was done at first. Goncha orders the Spanish Bank to sell gold on account of tbe island treasury .at a less premium than that quoted.ou the exohange or by brokers. Gonoba fixes the amount of the pre? mium for whioh Government gold is to be sold, the daily rate for the current day being posted at the entranoe of the bank every morning, at 8 o'clock, bo that merchants can make their cal? culations before business houre. Washington, June 7.?The confer? ence committee on the disagreeing votes of the two houses on the cur? rency question have agreed to two features of the bill, whioh they will report to OongreBs. One of these is, that the amount of greenbacks to be retired as new bank notes are issued ander the bill, should it become a law, shall be equal to 3752' per oent. of the latter; and the other is, that the re? demption of the legal tenders in gold or bonds, at the option of the Govern? ment, shall begin January 1, 1878. In agreeing to these provisions, the West? ern and Southern men claim to have yielded a great deal, and Bay that in doing it, they have demonstrated their purpose to place no obstacle in the way of a settlement of the ourrenoy ques? tion this session, as it was not neces? sary for the expansionists to yield any? thing in order to pass their bill through either bouse. There will, of ooarse, be no difficulty aboat the adoption of this report. To construct a bill that the President will sign is the most difficult task of the committee. No one, as far as can be learned, has received any assurance that Gen. Grant will sign a bill con? taining the provisions alluded to above. On tbe other hand, it is known posi? tively than one of his most oherished hopes is that specie payments may bo resumed during bis present term of office. To bring this about he has, within a day or two, spoken freely with intimate friends aboat the policy of passing an Act to repeal tbe legal-; tender Aot, and have it take effect in July, 1875. Besides this, he would l like to retire the greoubaoks now in I circulation at such a rate that they would be ealleoTiu by July" VfflT" He tbiiikB that this could be done'under a free banking law without injury to tbe business of the country. To aid in bringing about specie payments, and to prevent farther suspension after ro samptiou has once taken pluce, tho President would like to have the na? tional banking Aot so amended that no notes of lower denomination than ten dollars should be issued. He says that it is his belief that if, since 1850, no bank had issued notes of low de? nominations "below ten dollars," and tbe same had beeu true ot the green? back issue, uo suspension of specie payments would have been necessary. Tbe Presideut has also said that ho will go no further toward signing an expansion bill thau he indicated iu his veto message, as ho feels more satisfied than ever with the position he then took.
