. BY JULIAN A. SELBY. THB ?patj3x op oonservatives ? The Tax-Payers' Convention was a movement which every man in the State will admit was not causeless or improper. Its lack of real strength arose from the faot, that it was not the uprising of an ngitated people, but was the attempt on the part of a few ear? nest and public-spirited men to aroiuc the peoplo to action. Instead of bei nj the many forcing the few to give ex? pression to their desires, it was tho few di~ccting the attention of the mauy to existing and ceuteniplated abu^er. Sometimes such movements succeed, bat rarely is it so, especially in a re? public. Ia France, the revolution was started from above and tho masses were aroused to a sense, of their rights, by the teaching of aristocratic philoso? phers; bat in that case, the peoplo Boon took control nnd cut oft' those leaders who refused to move fast enongb. Such has not been the caso with the tax-payers' movement in South Carolina. In the convention, thero were about one hundred elected delegates. The County meetings whioh elected them did not probably average fifty citizens ?each?say five thousand persons in all. In Charleston, not two hundred, out of a Conservative tax paying population of many thousands, attended tho meeting to appoint delegates. The disproportion in many other Counties waB even greater. And since the ad? journment, the'apathy of tho people has been equally maiked. The fact is, the Republicans have thounht more of and have been more irritated by the misgovern men t of tho past two years than have the masses of the Conserva? tives. Tho attempt to arouse the rank and file of the Conservatives hns sig? nally failed. But tho movement bus done a far more lusting and important good. It baa aroused tho rank and file of tho Republican' party, both in this State and thronghout tho Union. I Port Royal Commercial. The New York Herald urges that Qen.
