Tms Rim Riveh Rajr.?There is tbow a certain prospect that; the great raft, which has been an obstruction in the Bed River, in Louisiana, over sinco the advent of white men in ttii? country, will soon be removed, find that naviga? tion will bo ..opened for steamers from Shreveport, La., to Jefferson, Texas. The history of the raft and the attempts to remove it is exceedingly interesting. In 1805, the obstruction of logs reached 100 miles. Since that time, rafts have formed at various points in the river near Shreveport. One of these was re? moved by Gap tain Shrove in 1880, by the help of a Congressional appropria? tion, and another between 1840 and 1844, nnder a Government contract by Gen. Williamson. In 1854, the raft re? gion extended only twelve miles, and at that time, Captain Fallet, aided by a Congressional appropriation of $150, 000, attempted' to remove,it. At the end of 'two years, however, the appro- < priation had'been exhausted, and no? things accomplished, and, the work being abandoned, the chstr action began to irjor,oaae. The present raft region extends thirty-flvo miles, from a point forty imifed 'above ' Shreveport to the Arkansas Stale line, and contained, be-, fore ' thb present Work .commenced, i nearly fifty ?reft?,tfrom^ ohri-:eIghth of a mile to a mite in - length, and occupying 1 the entiro, width of the river, navigation only being;, accomplished through the I bajons around the raft; but as these* were only available at very high water, navigation was insignificant. In 1871, 1 the:attenLipn of the Engineer Depart-: merit was again directed to this work, 1 ond an appropriation of 510,000 having|< been made1 by .Congroaa, the work oil preliminary surveying was entrusted to. Lieutenant Woodruff, who completed itii in 1872, and sub milted plans aud epeni-j floatiops for the removal of tbo raft,, whereupon an appropriation of $150,000, was made. 'The plans were accepted,i and Lieutenant Woodruff reached the] raft region, in.January last, with a o nag boat, two orahe-boats,.and all the requi? site machinery for his work. The fol? lowing description shows the difficulties! to bo overcome: Logs, roots and snags| of every description had been crowded, and Jammed into a tangled mass, be-, ooming more compact eaoh year, as the pressure from above increased. Annual, freshers had brought down mud and do ' posited it in and over this mass, until, j in places, tho raft itself bad become en? tirely covered with earth, small islands,' or "tow-heads," , thus being formed., Upon - these tow-heads wore growing, trees,' usually willows, three ' feet and , more in oircumferenoo. In addition to. the removala of logs by sawing and out ting, blasting powder was nsed, but it did not prove of any use. Dynamite was thou tried, but failed, refusing to explode even .with an electrical ex? ploder. At last, nitroglycerine was brought into ase, and it never failed to do its -work thoroughly. AH that re-, maims to be done now, is the blowing, out of -some 'tow-heads and improving, certain points in the channel, which will, be accomplished in a few weeks. The obstruction of centuries will then have. been removed by the skill and persever? ance of Lieutenant Woodruff. The sad-, dest part of tho record of this great work . is that Lieutenant Woodruff had not' lived to finish it, having died of yellow fever at Shreveport, October 1. . 1 - [Chicago Times, Yllh. The appointments aro fairly remunerated; and they uro in eagerly songht after that candidates will remain on probation for years at their own cost,1 or with moderate and precarious pay, in the hope of securing a place in the' corps at last. In Austria, things are ?n j a somewhat different footing. The Aas-1 trian forests are magnificent?so magni ficent; indeed, that the forest manage? ment has been neglected. A law has been passed in Prussia by which the poorer classes will be relieved from taxation to the estimated amount of nearly 3,000,000 thalers. When can we expect such a result in this country? Not while the present party is in power. They are for nnmorous office-holders, high salaries, high tuxes and heavy debts. That is their policy, and as at last all revenue comes from the bard earnings of laboring men, that class is in a worse condition than they wore, twenty years ago. All expenses of a na? tional character should be reduced as fast as possible, and then the United States could imitate the example oi Prussia and remove the load of taxation from the shoulders of the toiling mil? lions. A certain nearsighted lady could never be induced to admit the fact, but persisted in declaring that ber sight was excellent.
