The official advices are with? held from the public for prudential con? siderations, although it is said they con? tain nothing of marked importance. Tbe Cabinet, to lay, talked over the situation, bat nothing was done chang? ing tbe positiou of affairs. Delay in de? livering the Virginias occasions mnoh disappointment; but this is not believed to be the fault of the Madrid Govern? ment. Tbe embarrassments surround? ing the matter are appreciated, and, therefore, without formal prolongation of tbe time, tbe Administration will wait until tbe delivery can be effected in a way that will give tbe least offence to Spanish pride. It is believed, from what has been privately said in official quar? ters, that it war. sot agreed between Sec? retary Fish and Admiral Polo that the Virginias should be sarrendered at tbe port of Havana, bat that tbe vessel should be taken from tbe harbor and conveyed beyond its jurisdiction, and then delivered to euch United States vessel as might be sent to receive her, preparation being made to give timely notice of the transfer. It is considered this course wonld give less occasion for offence than if one or more of our ships should go directly to Havana for that purpose. Our Government; leaves to Spain tbe fulfillment of its obligation; bat if this should prove impracticable, the facts will be reported to Congress for its action. The profits of our labor go to ennoh Europe and the North und West. Though our cotton money amouuts an.ualiy to ban dreds of millions, it must go abroad, to j pay for almost everything we eat and wear. Peihape $100,000,000 go to Ba? rops, Francs and Germany, for extrava? gant dreasiug and fancy goods, twice as much more to the West, to puy'for Pro? vision?, furniture, etc. Our agricultural | implements are nearly all made abroad. How much goes to Cincinnati for whis? key? How much to Tennessee und other Stuten, for guano, hay, dressed poultry, pork und Bologna sausage? Why cannot our farmers raise poultry, and why not our batchers make as good sausage as Tenuessee or any other State? Thus in thousands of ways our profits are borne away, and we are loft without money, completely at the mercy of tbote upon whom we are dependent. It is time our people wore reflecting seriously upon their vassalage, and turning their attention to ways aud means to prevent the outflow of money from our midst. Jenkins, Public Treasurer of North Carolina. The following is the decision of Judges Bond aud Brooks: "We are of opicioo that a bona file holder of a boud issued under the Acts iu question is not precluded from re? ceiving the amount of his debt, because tho fact is that, at the time of issuing his boud, the State bonds were not at pur, nor by reason of tho uon fulfullmuut of any of the previous conditions imposed npou the Legislature before it issued the bonds, it is sufficieut, we thiuk, if the power to issue tb? bonds is giveu, and was exercised by tho Legislature, aud not tho purchaser, to see to the ful? fillment of the conditions imposed upon the exercise of its power. Wo are ot opinion, however, that it is not shown iu this case that uny irreparable injury is likely to occur to the compluiuaut by reason of uny proposed action of de? fendant, and we shall, therefore, refuse the injunction prayed for, and let the complainant await whatever relief ho may be ontitled to after a final hearing."
