Suoh ft spring as we havo been having is a terribly trying time to the weakly in our Northern States. Young and old suffer alike, and many a mourner have the bleak winds and chilly rains of March afcd April this year made. It is sorely greatly to be lamented that we have not yet a single Southern sanita? rium supplied with snoh comforts and luxuries as are to the delioate a neces? sity. Tantalizing accounts oome to hand of the pleaBurea and conveniences of Nice, Cannes and Mcntone. Every-, thing to solaoe soul and body seems to be at hand in those paradises of pulmo? nary patients, and both to the sick and the sound who resort to them, life ap? pears to glide smoothly on -well-oiled Wheels. But ohange of climate here, on the other hand, means merely an? other big town or a howling wildernoss, with beds unsusceptible to impression from the human form, mealB which send a shudder through an invalid's frame, and doors and windows which have ap? parently been expressly made for the ad miBBion of draughts. Surely in this land of joint stock enterprise, a oharming little hotel town, such as Spa, might be created, say in some bright yet sheltered nook of Georgia or the Carolinas, to which a palaoo car might run through from the North twice a week to carry thoso -who cannot bear tho rigorous Northern climato. Such a spot would, we believe, rival in popularity Mentone and Torquay, wbioh now Bwarm every year with onr countrymen and women; and many a valued life would have a chance now denied to it, of preservation. Important Bailboad Deoision.?The Supreme Oourt of the United States, in a oaBe appealed from the Supreme Court of Wieaonsin, involving the question whether a State has the right to levy taxes for the purpose of aiding in the construction of railroads, expressed the opinion that railroads are public high? ways, and that it is just as lawful for the State to impose taxes to aid in their con? struction as -it is for the purpose of building a wagon road or any other pub lio work. In the judgment of the court, such tax is not prohibited by that clause of the Federal Constitution which pro? vides that private property shall not be taken for public nse without just com? pensation. If railroads aro public high? ways, then they are under the legislative control of. the State, and may be regu? lated as to their management and freight -and passenger tariffs, in any manner and to any extent that may be demanded by the interests of tho public.
