In .diefranohisirjg the intelligent and leading men of the South, and in elevating the whole, maes of ignorant negroes to political power, we find the cause of the present deplora? ble state of things. The object,- ea is well known, was to secure the votes of the Southern States so as to perpetuate the rale of the radical Republican part;, This might not be considered altogether unfair in a strictly party or political cense, and it may be that any other party would have used the same advantages for a like purpose. Nevertheless, ibis feeling has proved disastrous. The world cannot be governed by ignorance, The attempt to govern the South through the mass of ignorant blanks, who were jnst emancipated from slavery, and who were not at all prepared for civic datiea, has proved a lamentable failure, as every statesman mnst have seen it would. Bat, to make matters worse, the dominant party, in carrying oat its policy, flooded the Sonthern States with carpet-baggers, with men of no means or oonscienoe, and no feeling of abiding interest in that section of the country. These unscru? pulous and seedy adventurers were placed in positions of power and trust, while those who belonged to and had a deep interest in the peaoe and welfare of the South were ostracised. The 4 'mise? rable scramble" that President Grant speaks of for the spoils of office is among these very adventurers. Still the Fede? ral Oovernment seems to adhere to its original polioy, notwithstanding the frightful consequences that*have resulted from it, for we have seen one faction sustained in Louisiana and another in Alabama, which are in accord with the party in power at Washington, regard? less of the will of the people, the right of local self-government, or the forms of State Saw. Perhaps it is not possible to undo muoh of the evil that has been done, for rights and privileges that have been con oeded cannot well be withdrawn, though they may have proved mischievous. But Congress and the President can do a great deal in the way of applying a remedy. The theory of the abetraot right of suffrage, whether adopted from prinoiple or polioy, will have to be carried ont now, however unfit the mass of negroes in the South may be for the ex eroise of that assumed right or privilege. The evil might be neutralized to some extent, and, as we hope, to give peace to the South, if the Federal Oovern? ment would let the several States have absolute control over their own affairs, and in case of such a difficulty as that in Louisiana, to ieave the solution of it to local laws; if it wonld oonoede complete amnesty, so as to give the most intelli? gent portion of the community a voice and influence in public matters; if it would, in short, help to restore the Southerners to office and frown down the carpet-baggers and scalawags who make all the troable. Saah corruption and anarchy as exiBt now in the South are not only injurious to that seotion; not only oheek its progress and material interests, and, therefore, prove damaging to the business interests of the North, but they are infectious*, and mnst, in the end, demoralize the whole republic. It is, in faot, a long step toward centraliza? tion, despotism and military rale. It is the way in which all nations have marched the liberties and institutions of which have been subverted or overturn? ed.?Neio York Herald, The Effects of the Confiscation Acts.?It has been decided by the Su? preme Court of Appeals of Virginia, that an executor who paid over to the Confed? erate authorities ander the Confiscation Acts of that Oovernment, a legacy left by a Northern testator, cannot now bo compelled to pay the amount of the lega? cy to the legatee.
