Be it ordained, by the Mayor and the Aldermen of Hie city nf Co? lumbia, in Council assembled. That a Board of Health bo, and the same is hereby, established, which shall consist of twelve members, to be chosen by bal? lot by the City Council,pat their first meeting in May of eaoh and every year; and said Board shall be BO chosen, that three of them shall be elected from Ward No. 1, three from Ward No. 2, three from Ward No. 8, and three from Ward No. 4, seven of whom shall constitute a quorum; and if any person BO elected a member of the Board of Health, shall refuse or uegleot to perform the dutiee hereafter required, he shall, upon con? viction thereof before the City Coonoil, forfeit and pay the sum of $45: Provided, That no person shall be compelled to serve more than one year in every three. SEO. 2. Be il further ordained, That the said Board of Health, of whom seven shall constitute a quorum, shall meet at least once a fortnight from the first day Juno to the first day of November of each and every year, and at Buch other timeB and nt such places as thoy may deem necessary and convenient, for the purpose of receiving and communicat? ing all possible information relutive to the health of the oity, and to advise and consult together respecting the preserva? tion o? the same; and shall havo full and ampio powers to adopt and carry into effect all such measures, rules and regu? lations as they may deem necessary to the discharge of the trust hereby confided to them; and each and every praotical physician within the oity is hereby re? quired to give immediate information ol the existence of any contagious or malig? nant disease to the Board, or to any mem? ber thereof, and at all convenient times to aid and advise the said Board in the preservation of tho health of the city, and in the preservation or suppression of contagious or malignant diseases. Be it further ordained, That il shall be the duty of each and every member of the said Board to cause to be removed, from the streets within the Ward under his or their charge, all ol fensive substances or nuisances tending to endanger the health of the citizens ol the oity; aud the Chief of Police and hit assistants, and the Superintendent of thc Streets, are hereby required, without do lay, to obey all orders or precepts thal shall be given them, or either of them, by either of the members of said Boarc respecting removal of such nuisances. SEO. 4.
