THB NEW POSTAL BATES.-Tba follow? ing reply to a telegram from tho New York postmaster ha? been forwarded in regard to the new postal rates: "Referring to your telegram of the 12th in8t., I would say that the follow? ing are the rates to be changed on third class printed matter: On all pamphlets, occasional publications, transient news? papers, magazines, hand-bills, posters, unsealed circulars, prospectuses, book manu BO ri pta, proof . sheets, corrected proofs, flexible patterns, sample cords, phonographic paper, letter envelopes, postal envelopes and wrappers, cards, plain and ornamental paper, photograph? ic representations of different ty poa, Beeda, cuttings, bulba, roots and scions, at a postage of one oent for eaoh two I onnoes or fraction thereof, on packages j to one address, to be prepaid by stamps. On all books, other than those printed by order of Oongress, postage at two cents for each two ounces or fraction thereof, limited to fonr pounds in weight. On samples of merchandise, ores, metals and mineralogical speoimecs, two cents for each two onnoes or fraction thereof, limited to twelve ounces in weight. OLD EDITOB.-Mr. J. N. Cardozal called on ns yesterday, and informed ns that that was his birth-day, and that he was eighty-six years of age. Mr. Car doza is probably the oldest living editor I in tho United States, and ?s still in the ' {jo?ses?ion of all his faculties. He is the ast representative of his imm?diate) family-the rest having preceded him to that bourne from whence no traveler returns-and, with the exception of j slight indisposition, his health is good, and he looks as if he was likely to last some years yet. We congratulate this patriaroh of the press on being spared so long, and trust he may live to enjoy many more returns of the 17th day of June.-Savannah Republican. THB PBBSEOUTION OF THE JEWS.-The recent cruel massacre of the Jews of Roumania hss led to an interchange of opinion by the Governments of Russia and Prussia looking to a combination with the other European powers, where? by a concert of notion may be bad in sending a memorandum to Prince Charlea of Ron mania, to secure a more humane treatment of the Jewo in his do? minions. The persecutions to whioh theao unfortunate people have been sub? jected in Bucharest and Wallachia de-1 mand remedy, and the sympathies of I other nations will be with Russia and Prussia in this movement. BABB HONESTY.-The first man who took the benefit of the bankrupt law in Virginia after tho passage of the Act, in 1807, went West shortly afterward. Be-1 contly he returned to the city, and be? fore night had paid all his former credi-1 tors in full, for the claims whioh they' held against him when he went into bankruptcy. We suppose there are few such oases on record, and it speaks well for oar people.-Richmond Dispatch. The Macon Telegraph says: "Mr. Wm. Oilskins, of Coffee County, Qa., suicided one day last week. He had* a wife and family, but fell desperately in love with a young lady in the neighbor? hood, and his brains, or heart, or some? thing ele, oonldn't stand the pressure."
