Alas! here is another fondly cherished
tradition sternly swept away by the Rev.
JamesB. Dann, of Boston, Mass., who
is traveling in Palestino. Tho reverend
gentleman visited tho Dead Sea, and
bis description of that notorious sheet of
water and salt flatly contradicts all tho
accounts of all other travelers. Ho says
that the waters aro clear and ripple
beautifully, that tho shores are green
with shrubbery sud bright with pretty
flowers. He admits that the water of
the noa is heavy and bitter, but denies
that tbey are never milled; on tho con?
trary, "their waves splashed op tho peb?

white crests looked like so many white

made the experiment a short time ago,

Ordinance to Establish. Bunni of Health.
SEOTION 1. Ba it ordained, by the
Mayor and the Aldermen of the city nf Co?
lumbia, in Council assembled, That a
Board of Health be, and the Hame is
hereby, established, which shall consist
of twelve members, to be chose o by bal?
lot by tho City Council,rat their first
meeting in May of. euch and every year;
and said Board shall be so chosen, that
three of them Bboll be elected from Ward
No. 1, three from Ward No. 2, three
from Ward No. 3, aud three from Wurd
No. 4, seven of whom shall constitute a
quorum; audit nny person so eleoted a
member of tho Board of Health, shall
refuse or neglect to perform the dutiee
hereafter required, bo shall, upon con?
viction thereof before the City Council,
forfeit and pay the Bum of $45: Provided,
That no person shall be compelled to
serve more than ono yenr in every throe.
Sta. 2. Be il further ordained. That
tte suid Board of Health, of whom sn ven
shall constitute a quorum, shall meet at
least once a .fortnight from the first day
June to tho first day of November of
each and every year, und at euell other

purpose of receiving and communicat?

physician within tho city is hereby re?

the existence of any contagious or malig?
nant disease to the Board, or to any mem?
ber thereof, and at all convenient times
to aid and advise the said Board in the
preservation of the health of the city,
and in tho preservation or suppression
of contagious or malignant diseases.
SEC. 3. Be it further ordained. That it
shall be the duty of each and every
member of the said Board to cause to be
removed, from tho streets within the
Ward under his or their charge, all of
feusivo substances or nuisances tending
to endanger the health of the citizens of
the city; and the Chief of Police and his
assistants, and the Superintendent of tho
Streets, are hereby required, without de?
lay, to obey all orders or precepts that
shall be given them, or either of them,
by either of the members of said Board
respecting removal of such nuisances.
SEO. 4. Be ii further ordained, That
the said Board of Heulth, or any mem?
ber thereof, shall havo power, and arc
hereby invested with full authority, to
enter into and upon any lot, ground or
possessions of any person or persons,
and thoroughly examine the same; and
whenever the said Board, or any mem?
ber thereof, shall have oause to suspect
that any foul or noxious efiluvia origi?
nates, or is collected in any house, cel?
lar, or in any enclosure whatever, shut
up from public view, they, or any ol
them, may demand entry therein, and
direct the same to be opened and venti?
lated, or the cause of such efiluvia to bc
removed, as maybe deemed necessary;
and if tho owner or occupant of such
lot, house, cellar or enclosure shall refuse
or delay to open tho same, or suffer it to
bo examined and ventilated, or removed,
as aforesaid, or shall in any wise ob?
struct tho said Board, or any membei
thereof, or any policoman or other officer,
in discharge of his or their official duty,
such owner or occupant shall bo fined
not exceeding twenty dollars for each
and every day he, she or they shall sc
neglect, refuse or delay, after demaud by
said Board, or any member thereof; and
shall also defray all expenses incurred in
tue removal or suppression of snob nui?

Board, or any member thereof.
