Be it ordained, by the Mayor and the Aldermen of die city of Co? lumbia, in Council assembled, That a Board of Health be, and the same is hereby, established, which shall cousist of twelve members, to be chosen by bal? lot by the City Council,rat their first meeting in May of eaah and every year; and said Board shall be so chosen, that three of them shall be eleoted from Ward No. 1, three from Ward No. 2, three from Ward No. 3, and three from Ward No. 4, seven of whom shall oonstituto a quorum; and if any poraou BO elected a member of the Board of Health, shall refuse or negleot to perform the dntiee hereafter required, he shall, upon con? viction thereof before the City Oounoil, forfeit and pay the sum of $15: Provided, That no person shall bo compelled to serve more than one year in every three. Be it further ordained, That it shall be the duty of each and every member of the said Board to canse to be removed, from the streets within thc Ward under his or their charge, all of? fensive substances or nnisanoes tending to endanger the health of the citizens ol the city; and the Chief of Police and hie assistants, and the Superintendent of thc Streets, are hereby required, without de? lay, to obey all orders or precepts thal shall be given them, or either of them, by either of the members of said Boarc respecting removal of such nuisances.
