COUNCIL CHASJBBR, COLUMBIA, 8. G., May? 17, 1872. Council met at 7.30 P. M. Present His Honor the Mayor, John Alexander, und Aldermen Oarpenter, Can-, Carroll, Cooper, Griffin, H?ge, Lowndes, Mitch? ell, Thompson, Williams, Wilder and Young. The Mayor stated the object of the meeting to be the hearing of appeal? from the decision of the Mayor, and the consideration of the report of Commit? tee on Guard House and Police. Robert Cooper, on appeal from deci? sion of the Mayor, imposing a fine for violation, on April 28, of an ordinanoe "for the better observance of the Sab? bath," was taken up. Defendant plead guilty as to keeping store open and let? ting people in by side-gate, bul that the same was not done for the "transaction of business." Alderman Carpenter moved that as the charge against Cooper WBB simply keep? ing his "store open," and not for trans? acting business on the Sabbath, the case be dismissed and fine remitted. Agreed to. The caso of J. Wolfrom, on appeal from d?cision of the Mayor for violation of same ordinanoe, was, for same reason as foregoing, on motion of Alderman Lowndes, dismissed and fine remitted. The appeal of Josh. Lo wry from deci? sion of tue Mayor, on a charge of selling spoiled fish in the market, and using abusive language to an officer in dis? charge of his duty, was taken np, and after hearing witnesses in the case, on motion of Alderman Carpenter, the de? cision of the Mayor waa sustained. . The report of the Committee on Guard j House and Polioe was taken up and read j by flections. ' On motion of Alderman Carpetter, the farther consideration of j tho report was postponed nntil nest I meeting. The Committee on Alms House, to whom was referred the bids for supply? ing medicines to the poor, rendered a report, and recommended that the bid of Dr. E. H. Heinitsh be accepted, and the contract awarded to him as being the lowest responsible bidder. The committee recommended tho bid in the aggregate of $250 per annum, be accepted. On motion of Alderman Carroll, it was adopted. The Committee on Alms House, to whom was referred the communication of Overseer of Poor, asking the city to pnrohase a cow for use of Alms House, recommended that a cow be purchased by committee at a price not to exceed $50. On motion of Alderman Wilder, it was adopted. On motion of Alderman Carpenter, Connoil took a recess until 9.30 A.M., May 18. COUNCIL CHAMBER, COLUMBIA, S. C., May 18, 1872. Connoil met at 9.30 A. M. Present- I His Honor the Mayor, John Alexander; Aldermen Carpenter, Carr, Carroll, Griffin, H?ge, Thompson, Wilder and Young. Absent-Aldermen Cooper, Lowndes, Mitchell and Williams. The Mayor stated that the object of the meeting was for the purpose of con? sidering the bond of the City Clerk and Treasurer eleot. Alderman Wilder moved that the City Clerk and Treasurer elect, qualify at once. Carried. The City Clerk and Treasurer elect, Mr. Barnum, then appeared and took the oath of office, and entered upon his duties. On motion of Alderman Carpenter, Council adjourned. WM. J.
