AN ACT TO CHARTER THE MO BAT AND ADAMS* RUN (NARROW GAUGE) RAILROAD COMPANY. SECTION 1. Be it enacted by the Senate and House of Representatives of the State of South Carolina, now met and sitting in General Assembly, and by the authority of the same, That, for the purpose of esta? blishing a railroad company from Big Bay, with a lateral branch to Eddiugs' Bay, Edisto Island, to run in the most feasible and direct route to Adams' Bun, intersecting the Charleston and Savan? nah Railroad at the above points; that a charter, with the rights and privileges incidental to the same, be, and the same is hereby, granted to, and invested in, John Wright, Henry Weldon, Carl Berlin, George Marstella, A. Berg, and their associates; and when a company shall be formed, in compliance with the conditions herein prescribed, it shall be known by the name of Big Bay and Adams' Run Railroad Company, and shall have a corporate existence as a body politic in perpetuity. SEO. 2. That the capital stock of said company shall be ?wo hundred thousand dollars, in shares of twenty-five dollars each, and, in order to raise the said capital stook, it shall be lawful to open books of subscription, in such places, and at such times, os may be deemed for the best interest of the corporation, under tho direction of the corporators, the times and placeB for receiving such subscription to bo determined by a ma? jority of the corporators; but should such a majority fail to fix suoh times and places, then suoh times and places may be fixed by any three of the corporators hereinbefore named, having given due notioe of the same in any newspaper of the State, and the subscription books shall be kept open for thirty days from suoh times, and at such places, as said corporators may determine; that on each share of stook subscribed, the said subscribers shall pay two dollars to the corporators, who shall deposit it in some National or State Bank. When ten thousand dollars shall have been sub? scribed, the said corporators, or any three of them, shall give notice, by pub? lication for at least ten days, of the time and place of meeting. SEO. 3. That they are hereby author? ized to build a railroad from Adams' Ran Station, on the Charleston and Sa? vannah Railroad, to Big, or Eddiugs', Bay, Edisto Island, South Caroliua, with one or more tracks: Provided, They do not obstruct any regular mail or pas? senger trains on any road, or obstruct the navigation on any navigable stream, over which the road aforesaid may have to cross; that good and sufficient draw bridges are to be built by the soid corpo? ration, should necessity require the same to be done: Provided, further, That said road shall be subject to tho provisions of an Act to declare the manner by which the lands or the right of way over tbe lands of persons or corporations may bo taken for the oonstruotion and uses of railways and other works of internal improvements, ratified September 22, 1868. Approved March 12, 1872. AN ACT TO CHARTER TUE VILLAGE Ol-' LIS? BON. SECTION 1. Be it enacted by the Senate and House of- Representatives of thc State of South Carolina, now mel and sitting i.i General Assembly, and by the authority of the same, That from and after tho pas? sage of this Act all and every person or persons who shall have resided in tho corporate limits of the village of Lisbon, in the County' of Darlington, State of South Carolina, for two months, are hereby declared to be members of tho corporation hereby to bo created. That the said persons shall, from and after the passage of this Act, become a body poli? tic and corporate, and shall be known and oalled by the name of the village of Lisbon, and its corporate limits shall ex? tend one-half mile from "tho cross roads," so-called, in every diraotion. SEO. 2. That the powers and duties of the officers of the village, the govern? ment of thc same and ail things pertain? ing to the charter of said village, shall be the samo as provided for in the Act entitled "An Act to incorporate the town of Florence," approved March 9, 1871, excepting only the corporate limits. SEC. 3. This Act shall be deemed a public Aot, and continue in foroo until amended or repealed. Approved March 13, 1872. AN ACT TO AMEND AN ACT ENTITLED "AN ACT TO AMEND AN ACT ENTITLED 'AN ACT ron THE BETTER PROTECTION OF MIGRA? TORY FISH.'", SECTION 1. Be il enacted by the Senate and House of Representatives of the Slate of South Carolina, now met and sitting in General Assembly, and by the authority of the same, That Section i of an Act enti? tled "An Aot to amend an Act entitled 'An Aot for the better protection of mi? gratory fish,' " be, and is hereby, amend? ed so as to read as follows: "There shall be a oloso-time in all tbe creoks, streams and inland waters of this Stato, from the setting of tho sun each Friday until tbe rising of the suu on each Tuesday, dur? ing which timo all seine?, nets, or nny plan or device for the stoppage or col? lecting of flab, which obstruct more than two-thirds of any stream, other than a dam foil manufacturing purposes, shall be removed from said creeks, streams or waters, and the owner, in whole or part, of any such obstruction, plau or device, shall be liable to a fine of two hundred dollars for each and every offence, one half to go to the informer and the other half to the uso of tho County in which such obstruction is found." BEG. 2. This Act shall take effect on and after its passage. Approved March 13, 1872. AN ACT TO AMEND AN ACT ENTITLED "AN AOT TO GRANT, RENEW AND AMEND THE CHARTERS OF CERTAIN TOWNS AND VIL? LAGES THEREIN MENTIONED, APPROVED MARCH 9, 1371." SECTION 1. Be il enacled by the Senate and House of Repr?sentatives of the Slate of Sout7i Carolina, noxo met and sitting in General Assembly, and by the authority of the same, That the proviso iu Seotion 97 of the said Act bo, and the same is here? by, amended so ns to read as follows: "x'hatthe owners of lands over which such street or streets may pass 6ball be duly compensated by the Buid Town Council." SEC. 2. That in caso tho Council and land-owners cannot agree upon tho amount of such compensation, the sumo shall be ascertained by three commis? sioners, to be appointed, one by the Town Council, one by the land-owner, and the third by the 'Board of County Commissioners for Orangeburg County: Provided, That either party may appeal from suoh assessment to the Court of Common Fleas, who shall submit the issue of value to a jury: And provided, further. That the assessment agreed on, whether by the aforesaid commissioners, or by the jory, shall be recorded in the office of Register of Mesne Conveyance for the aforesaid County of Orangeburg. Approved March 13, 1872. AN ACT RELATIVE TO THE FEES OP THE STATE LAND COMMISSIONER. SECTION 1. Be it enacted by the Senate and House of Representatives of the Statt of South Carolina, now met and sitting in General Assembly, and by the authority oj Ute same, That all fees which have been collected of notual purchasers or settlers upon tho State lands, in tho different Counties of the State, by the State Land Commissioner, or, under his direction, by his sub-assistants or agents, which fees have beon by him appropriated tc his own uso or profit, the same shall, in the aggregate, be deducted from his sa? lary, if not yet paid; or if his salary hat been paid, the same shall be refunded tc the Treasury of the State, within thirty days from the passage of this Act; and if not refunded within that time, thc surety or sureties of the Baid Land Com' missioner shall be jointly and severally liable for the payment of said amount. SEC. 2.
