The preamble regrets the necessity which called into existence a colored convention, and is grateful for past triumphs in behalf of equal rights. It submits resolutions to the American people, which, first, gives thanks for emaucipution and citizen? ship; sccoud, pledges uuswerving devo? tion to the support of the nominees of the Philadelphia Convention; third, en? dorses President Graut, and thanks him for recognizing men without regard to race or color in making appointments; fourth, prays that colored Republicans of States where lhere are no Federul posi? tions given to colored men may no longer bo ignored; fifth, acknowledges overwhelming indebtedness to tho ser? vices of Charles Sumner; sixth, praises the action of vice-President Colfax in delivering the casting vote in favor of the supplementary civil rights bill; se? venth, appeals for protection in oivil rights iu public places and upon public conveyances; eighth, condemns tho Republicans who voted against the civil rights bill, and pledges that they will vote successors to them whenever they have the power. Tns HOBKS OF THE DILEMMA.-The Nation, in a long article, examines the condition of the South, and shows that its loties by the war amounted to $5,202,203,654, which is about twice the 1 assessed value of all Southern property in 1SG0, exclusive of slavos. Five-eighths of Southern property is gone, and the taxes upon the remainder are "four times that upon the original property before the war." In conclusion, it says: "Seven years have gone over since thu close of the war, and, instead of occu? pying this precious season with endea? vors to re-establish prosperity and to sow tho seeds of a peace which, in au other generation, would ripeu iuto good? will and forgetfulness, we have averted our eyes from tho whole problem, refused to listeu to the complaints of men whose hands wu have tied, and have fallen back upon the lazy belief that in some way this great country is bouud to go through. The unconscious syllogism working in tho indolent Northern mind seems to be: 'Things a.e no doubt very bad-how bad, wo haven't the time or tho inclination to ascertain. Examina? tion of such unpleasant matters, if a duty at all, is a disagreeable one. After all, tho rebels have made their own bed, and they must lie in it.' "Perhaps thoir sufferings are ouly tho just punishment of their crimes; but, ut any rate, there can bo no reason for giv? ing over tho criminals into tho hands of tho carpet-baggers. What services have these persons rendered tho country that wo should grant them tho monopoly of robbing rebels? It would bo hotter to levy tribute money, and get some na? tional advautugo from the merciless ex? actions inflicted upon tho Southern peo? ple. Let us mako up our minds ono way or tho other-do we or do wo not propose further to punish the rebel States for thoir rebellion? If wo do. let ns at once proceed to devise somo intel? ligent means for that purpose. If we do not, let us make huste to protect so? ciety from the ravoges of ignorance and rapacity, or give Booiety tho means to protect itself.
