moved, to furnish u copy of the bill or bills of lading, which reports shall be verified by the oath of the persou mak? ing the same. And it shall be the duty of all cap tai us of vessels and railroad officials to furnish to the Inspector of Phosphates duplicates of all bills of lading of all cargoes of such rook and deposit with which their vessels or ours may be freighted for export from this State, or for transportation within this - State. And to the end that the said In? spector of Phosphates may be enabled to verify the reports of tho quantity of such rocks and deposits which huve been or may be dug, mined, excavated and removed, he shall, at all times, have and be allowed free and uninterrupted access to all places where suoh rocks and depo? sits are dug, mined or excavated, and to all warehouses or opened or enclosed places where snob rocks and deposits are stored, and to all vessels, railroad oars or conveyances in or by which such rocks and deposits are being removed. SEO. 3. That the said Inspector of Phosphates shall report to the Auditor of the State, monthly, the amount of phos phatio rocks and pbosphatic deposits which he shall escortaiu to havo boen dng, mined, excavated or removed from tho navigable streams or waters of this State, by what company or persons tho same was dug, mined and exoavuted, by what vessel or other mode of transporta? tion tho same was removed, with such other particulars as may enable the State Auditor correctly to ascertain whether the amounts due to tho Stute therefor have been paid, and if not, who is aooonntablo for the same. SEO. 4. That hereafter it shall not be lawful to soil in this State, or to expose to sale, any guano or other commercial fertilizer, whether the same have been manufactured in this State or elsewhere, unless the same shull have been first ex? amined, inspected, analyzed und marked by the Iuspeotor of Phosphates. And it shall be the duty of all persons bringing into thia State, for sale, any guanos or fertilizers, manufacturing in this State, for sale, any such fertiliz?is, to furnish to the Inspector of Phosphates a formula representing tho average contents of eaoh fifty tons of the same, and to cause the same, or ns many puckages thereof as may be necessary to make a correct average sample of the whole, to bo ex? amined and inspected. And it shall be the duty of tho luspector to examine and analyze all suoh samples of guanos and fertilizers, and, if found to agree with the formula thereof, required to bo furnished as above, and as published to the publie, to mark or brand each pack? age thereof; but if the same, opon ana? lysis, shall not conform to Ibo formula so furnished and published, the Inspec? tor bhall not brand or mark tho same, and it shall be unlawful for tho holdei or owner thereof tu Bell the same. SEO. 5. That, to carry into effect the purposes of tho foregoing section of this Act, the Iuspeotor of Phosphates shall, at all times, have and be allowed free and uninterrnptcd access to all vessels, oars, warehouses, manufactories and store-nouBCT, where such Te?lihzers are or are eupposed to be, and to take Hum? pies thereof. And it shall bathe dat* of all captains of vessels, or other cur riers or porsons bringing such fertilizer! into thu Stute, to report tho samo to the Inspector of Phosphates immediate!) upon arrival; and it shall bo tho dnty ol all manufactories of such fertilizers iu this State to report to tho said Inspecte] all quantities manufactured for Bale. SEO. 6. That any persou who shill counterfeit tho brand of said Inspecter, or shall repack any package previously marked or branded by Enid Inspector, shall, on conviction thereof, be lined foi each und evory offeneo tho Mina of om hundred dollars. SEC. 7. That in case of tho sickness oi temporary aoRence of the Inspector, oi if (.he convenient despatch of the dutitv of his oilico shall require tho same, the saiil Inspector is hereby authorized ti uppoint u elepuly-one or moro. SEO. 8. That tor his compensation foi the inspeotiou and branding of fertilizer! the said Inspector shall bo entitled tc charge twenty-fivo cents for each ton sc inspected and branded, the same to bc paid by tho owner, agent or manufac tnrer. and which shall be collectable ol and from tbs person having tho aanio it oharge. And for his compensation foi tho examination cf the pbosphatic rocki nod pbosphatic deposits dug, mined, ex cavated ami roinoved from tho heels oj tho nu vi gable waters and streams of the State, he shall bo paid, from the Statt Treasury, seven and-n-half cents pei centum on ul! amounts paid to the Statt as royalty for tho privelege of so dig ging, mining, excavating ami rcinovhit such rocks uud deposits.
