A lengthened oxperience baa demonstrated that the ratos oi premium ordinarily charged
by life insurance companies aro from twenty-five to thirty per cent, in excess.ot what are
necessary for a safe and legitimate conduct of the business. In other words, carefully and
prudently-managed companies chargiug "mutual" rates havo been able to return to their
policy-holders from twenty-five to thirty per cent, of the auiount charged for premiums.
When life insurauce companies woro drat organized, reliability of the data upon which pre?
miums' wore constructed had not undergone test of experience. It was thought, therefore,
no moro than com tuon prudence to adopt a scale of premiums which would, in any event,
meet all thu presumed und unforeseen contingencies of the bueiueaa.
Aa long aa tho matter was involved in aomo doubt, it was better to fix tho rato too high than
to incur the lisk of making it too low; because, in.the former caae, the error could be easily
remedied, at loaet in part, by returning to tho policy-holders, at certain intervals, auch por?
tion of tho premium charged aa was found necessary for tho purposes of tho business and
tho complete security of tho company.
Experience, however, having satisfactorily demount rated that theao ratea are exeeasivo,
what possible excuse can there be for maint sining them?
Availing themselves of thia experience, the Directors and Managers of tho Universal Life
Insurance Company al ita organization, adopted a scale ot premiums in accordance there?
with, aud which has proved to ho fair and adeqnato, and all that was necessary to meet the
requiromente ot tba business. These premiums aro about twontv-flve por cent? lower than'
those charged by mutual companies.
It also appeared, inasmuch aa the rates au established wore as near as could possibly be
determined/m'r rates, and not iu excess of what iusuranco has proviouBly COBI the policy
boldera in mutual companies, that any profita arising from prudent management justly and
properly belonged to tho stockholders of thc compauv, for the risk incurred by them in un?
dertaking tho business.

theory will not admit of hoing consid?r?t, -.s elements in tho calculation of thu preminma.
These results form a aaving in the mortality of the members of a company owing to the me?
dical selection of good lives, a gain in interest on tho investments of the uompauy over that
assumed in the calculation of ita premium?, tho protlts derivable from tho lapsing and Bur
render or policies by the members, and from other minor sources.
Profits from these sources, in a company possessed of a capital of ?200.000, and doing a fair
amount of buaiuoaa, would give to tho stockholders dividende largely in exceaa ot what wera
counted on by tho Directora of tho Universal al the timo of its organization. They have,
therefore, determined to divide among tho policy-holders of tho company a largo part of tho
profits accruing from tho sources named, all of which have heretofore been divided among
tho stockholders.

1. Insurance at tho regular "stock" ratea. r>. quiring a primary outlay of about t won ty,to
thirty per cent, lesa thau that charged by mutual compauiea, and which ia equivalent to a
yearly "dlvldena" paid in advance of that am' nut on mutual rates. This low float ol ?nsnr
anoo is worthy of attention. Since its organization, this company has received in premiums
hom its policy-holders tho mm of $1,617,000. To effect the same amount of insurance in a
mutual company would havo ooet them an initial outlay of $2.000.000. By allowing its policy?
holders to retain, in their own posaoaaion, thiB'oxceaa of $183,000, tho Universal baa virtually
paid them a "dividend" of $483,000. and paid it, too, in advance, iuatead of at tho end of ono

2. Participation in the legitimate profits of tho company, upon a plan which secares to the
pohoy-holdera the same treatment which directors and stockholders award to theroaelvoa.
This system of participation, in connection with tho low "stock" rates of premiums, must
neooaaarily secure to tho policy -boldera every possible advantage to bo derived from prudent
and careful management.
The low rates of premium compel economy, and. indopendout of participation, guarantee
to the policy-holder bia insurance at a rato which is not in exceaa of the coat in woll managed
mutual companies; whilo, by tho proponed plan nf participation in what may ho conaidered
the legitimate profits of the busiueaa, the cObt will bo Billi further diminii-hed.
