EXVELLED GERMANS COMPENSATED TRADE BETWEEN, FnANoa AND GERMANY. A Berlin correspondent of tho Loudon Times, writes on tho 14th ult.: '"' By apportioning to them the fines levied from Frenoh towns, a largor sum can be aooorded to the Germans expelled from Franco thau the 2,000,000of tbalers voted. Tho number, at present, is 42,032, and their claim9 have boen ap? proved of to the amount of 3,865,G(58 tbalers, or 93 thalers per hoad. It must be oonfessed that this average amount appears extremely small. Tho journey from and to Paris alone absorbs one-half I of it. The majority are South Germans. Of Prussians there are 14,489, who will receive 1,313,794 tbalers; of Bavarians, 9,300, receiving 843,280 tbalers; of Ba? den subjects, 0,578, receiving 690,402 thalers; of Hessians, 5,922, receiving 530,979 tbalers; of "Wurteinbergore, 4,425, rooeiving 401,238 tbalers; of Sax? ons, 600, rooeiving 60,390 tbalers; tho others, 1,252 in all," will got 113,325 tba? lers. At present by far tho largest num? ber havo not gonebaok to'Franco, having found remunerativo employment nt home. Many belonging to Prussia aud the free cities havo putiu no claim at nil. Most of them aro commercial mon, and have gone bock to Franco. lu spito of tho Anti-Prussian League, commercial relations have boon resumed extensively between Franco and Germa? ny. Indeed, Germany in inundated with oilers of articles of French manufacture. The rate of exchange on Pnris being now very low at Berlin, inconsequence of the payment of the war indemnity, tho prices at whioh many Freuob articles aro ] offered ave still more reduced to tho Ger? man boyer, and the warehouses avail themselves of tho opportunity to in? crease their stocks. France will proba? bly be able to pay a considerable part of the next instalment in bills on Germany. She will enjoy that ambiguous advantage, BO eagerly sought for when tho protec? tionist school of political economists was flourishing, of exporting far moro than she imports. She will, namely, export J the value of tho war indemnity without j Gormany paying for it. The following appears to bo tho addi? tion made by the National Assembly to the proposed treaty with Germany, on account of which its definite conclusion was deferred by tho Gorman Ambassador : ART. 2. Ia every case, the introduc? tion into Franco of Alsatian and Lor? raine manufactures will be limited iu as exact proportions as possible for every article in accordance with tho produce of tho year 1869 in these proviuces, deduct? ing.their own consumption, and takiug tho mean direct exportation of preceding years for other destinations thnu France. ART. 3. Tho French products and manufactures destined for consumption in Alsace and Lorraine may bo intro? duced into those provinces under reci? procal conditions in proportion to tho local consumption. ART. 4. Tho reduced taxes mentioned in Article 1 apply only ta taxes already fixed by actual turin's. Additional taxes which may bo levied on foreign products and manufactures in compensation for taxes levied on natural produce will be embodied with them. ART. 5. A delay will be agreed upon, during which tho completo evacuation of | the departments will bo accomplished. ART. 6. Tho President of tho Republic is authorized to ratify any treaty which is in conformity with the conditions pro? scribed by the preceding articles.
