The, said Town Council migr; have power and authority to requiso all persons owning a lot or lots in said.town? to close in, and to make nud kcc^i ia good repair sidewalks in front of -?aiQ lot cr lots, whenever the same shall front or adjoin any public street o? sn id town, if, in the judgment pf tho Council, nuc?a sidewalk shall bo necessary, the width thereof and the manner of construction to bo designated and regulated by the said Town" Council; and for default OX refusal, after reasonablo notice, to make and koop in good repair such sidewalks,, nud to close such lot or lots, tho Town Council may causo the same lo bo made or put in repair, and require the oWuec to poy the price of making or repairing; and the said Town Council aro, hereby empowered to sne for and recover the same, by action of debt, in any court rf competent jurisdiction: Provided, That such contract for making or repairing ic let to the lowest bidder.
