AND TO PREVENT THE PBO0USING ASE CARRYING AWAY FROM THB f*T*TE PER? SONS UNDER THE AGE OF TWENTY-ONE TEAKS. SECTION 1. Be ii enacted by the Senate and House ol Representatives of tue State of Sooth Carolina, now met and sitting ia General Assembly, and by the authority of the same, That if any per? son shall hire or employ any minor, or person under the age of twenty-one years, without the knowledge and coo sent of the parents or guardian ol such minor, such person shall pay to the said parents or guardian tho full value of tho labor of said minor, from and after notice from the parents or guardian that payment for euch service shall be made to him or them, as the case may be, or be imprisoned in the County jail for a period of six month. SEO- 2. That if any person shall pro? cure and carry without the limits of the State any minor, or persou under tho age of 21 years, without tho consent of the parents or guardian of such minor, such person shall, upon oouviotion thereof, be fined in a sum not lebBthan one hundred nor more than five hundred dollars, or be imprisoned in the penitentiary of the State for a period of not less than one year. Approved March 1st, A. D. 1871. AN ACT TO AMEND AN ACT ENTITLED "AN ACT TO DEFINE THE JURISDICTION AND DUTIES OF COUNTY COMMISSIONERS." SECTION 1. Be it enacted by the Senate and House of Repr?sentatives of the State of South Carolina, now met and sitting in General Assembly,"" ami by tho authority of the same, That an Act en? titled "Au Act to define the jurisdiction and duties of the County Commission? ers," passed the 26th day of September, A. D. 1668, be amended as follow?: At the end of Scotion 10, Paragraph 1, add, "and tho County Commissioners shall not, in anticipation of tho tax levied upon the County, draw upon the Count} Treasurer for more than three-fourths of the whole amount of said tax in any one year, nor shall any order be drawn upon the County Treasurer until after the monthly return of tho Treasurer shall have been made to the County Commis Bioners of the amount of funds collected, nor unless he has the funds in the trea? sury to pay the same, and the County Commissioners shall iuform the County Treasurer of the orders drawn, in whose favor the amount, and the order in which they aro drawn. And should the County Commissioners, or any of them, purchase, directly or indirectly, any order drawn upon the County Treasurer, for less than its face value, they shall be deemed guilty of a misdemeanor in of? fice, and, upon conviction thereof. Bhall be punished by fine or imprisonment in the discretion of the court, by any court | of competent jurisdiction." SEC. 2. At the end of Paragraph 4, Section 10-,'add, "and all work given out by tho County Commissioners, when the amount shall exceed tho sum of one hun? dred dollars, Bhall be done by contract, and the Commissioners are hereby re? quired to advertise the same at least in ona of the papers of tho County, and also post th? samo in three conspicuous places in the County for thirty days, in? viting proposals. Said proposals shall, in all ca<-es, be accompanied by two or more sufficient sureties, and the County Commissioners shull havo tho right to reject any or all bids, if, in their judg? ment, the interests of tho County BO re roquire." SEC. 3. Arnond Section - of said Act so thut it will read as follows: "That all tho Boards of County Commissioners shall be present for tho transaction of business, and shall audit nud sign all bills and checks.
