"^""^e^?lgnlfiecl and sohol?rTy Nation, oeztainly the best exponent OF tho views of the sober, thinking and educated olass ot Northern radicals, in its last issue, speaks as follows: "In South Carolina, things grow no better. Gov. Scott, in asking for assist? ance, says the K-u Klux have a regular organisation, with staff and lino officers and gradations of rank, and act as a re gula? military force; and he declares that the Legislature had to havo the roads to the capital pioketed, while they were sit? ting recently, to prevent themselves from -being 'gobbled up.' This is all horrible, brit we nave no hesitation in saying that it is the not unnatural consequence of the caricaturo on government which has been kept up in that State for the last four years. Nothing can well justify mob law, but when a civilized commu? nity finds itself subjected to the rule of its most ignorant members, aided or managed by knavish adventurers, all rational men know that mob law is not unlikely to result. Society in the South is in an unnatural state, and it is kept in an unnatural state by a policy of pro? scription which has long ceased to have any excuse. The proper men to legislate for the South are those in whom the oommnnity has most confidence, and as long as they are prevented, we shall have trouble. The weak point of the com? plaints which come from some of the States about the Ku Klux is that those who make them have all along declared that proscription was necessary to their proteotion. It now appears, however, that it is no protection at all." South Carolina is tho paradise of ne? groes and carpet-baggers. Gov. Scott bails from New England, and, true to the cunning of. his Bection, he has amassed an immense fortune at the expense of the toiling people of the State. Two thirds of the members of the Legisla? ture consist of negroes, and tho other third is little identified with what, in better days, was considered the Com? monwealth. This absurd, unnatural, mongrel government-for such it is, in very truth-has fallen into sore straits. The members of it know themselves to be a wholesale cheat in the character they play, and they suspect that every? body else knows it. lu tho namo of law they have violated the simplest dictates of common sense, aud lined their owu pookets by running the St?te into mil? lions of additional debt. Now Gov. Scott requests of tho President a few more regiments of soldiers, to keep the peace, amid these nefarious outrages against the citizens.
