There ia a plan of robbing tb? treasury that has grown ap under tbe Radical ad? ministrations that all honest men regard ?e little ohort of thieving, and yet it sentisses under the patronage of Con? gress. We allude to the practice of paying unsuccessful competitors for seats in the two houses out of tho public treasury, thereby offering a premium to those who, with the slightest pretext, are ever ready to plunder the Govern? ment. The fact that a man was a candi? date for Congress gives him no claim npon the public money, in reason or law, but our representatives net on tho oppo? site principle. The practical effect is to induce faotious opposition to the will of the people, and then make the people pay for it. Defeated candidates contest seats, without a shadow of legal ground, just for tho money to bo made out of it, and we find near $50,000 paid ont within a year or two in satisfaction of their bogus claims. There aro contestants for seats from Georgia at the present time, we are convinced, from that motive alone. Now, common honesty demands that this disreputable practice bo nt once abolished. It is n public shame and dis? grace. Jf a candidate is uuable to pay the exponses of a contest, his constitu? ents will do it for him if they desire him to represent them. We repeat that such people have no claim, either iu law or morals, upon tho public trensnry, and it is a fraud thus to pension them. The experience Of tho shipwrecked mariners of the United States steamer Saginaw, who were in tho Pacific, and managed to reach an uninhabited island, reads like a leaf from Robinson Crusoe. Their sufferings were severo, but not un? endurable, and they have nil boon res? onad and brought snfely to San Fran? cisco. To tho kind uid of tho Hawaiian Government, in promptly sending a steamer to their relief, this happy result ie owing. It nppears, from a special de? spatch to the Herald, that while on Ocean Island the wrecked party were limited to rations of ono potntocaud two ounces of bread daily. They, however, obtained seal and turtle enough to sustain lifo. The whole party arrived iu safety nt San Francisco by tho last steamer from Ho? nolulu. A VIRGINIA CONGRESSMAN RENOUNCES RADICALISM.-Hon. George W. Booker, of Virginia, who bas been all along act? ing with the Radical party, is leaving the sinking political hulk. lu a private let? ter, an extract from which thc Danville Times ?B permitted to publish, Mr. Look? er soys: For my part, I have washed my bauds of the coucorn-tho Radical party in Virginia. I intend, hereafter, to net with the Democratic party. It IB stated that on January 10 a pigeon arrived at Paris with despatches which, when printed, filled four columns of the newspapers, together with 15,000 de? spatches for private individuals.
