Tho bill prescribes u modified oath of office for those persons who, though not laboring under the difficulties imposed J by tho fourteenth amendment, aro yet unablo to hold a Federal office of honor or trust, becuuse of tho "iron-clad" or test oath. This bill relieves a largo num? ber of persons in tho South-thono per? sons who, though they may have fought in the Confederate cause, yet had never taken any oath to support the Constilu . tion of the United States. Senator Saw? yer, it is said, is the author of the bill, and wo may add, that ho deserves credit for his statesmanship in this instance. It ia well for the condi? tion of the State to bo understood. In an industrial way, it is not promising. The fall in tho price of cotton, tho dis? organized condition of labor, the scarci? ty of money, all havo contributed to produco a publie depression in agricul? tural circlos that causes the year to open nuder auspices not very favorable. The State is poor. Even under thc ruo-st favorable circumstances, it is not. to Lo expected that the South could quickly recover from tho shock, the losses, und the deep changes entailed upon her by a gigantic civil war. But the circu?a dances have not been favorable. Our people have accomplished what they have been ah la to do, in spite of tin wise, corrupt .iud extravagant political influences They will work ou. But in r?cognition of tho condition of tho people at large, it, becomes Ihn government of the State 'co see to it thal tho public burdens ure los&eued-that thc tuxes uro made as light aa possible.-that salaries aro re .duccd-that unnecessary office:? ute abo? lished. Economy and retrenchment have become a necessity. There is 2?o longer use to bleed the State, when there is no blood lo ba drawn. Let the vam pyres boar this iu mind. If no other ttrgumeut will reach tho iut-xor iblc leeches still disposed to derive sustenance from a bleeding State, let thom contem? plate tho condition of their victim. Ltd them bear this iu mind, also, if they are uot sowing by their unholy policy the seeds of death, they aro at least sowing the seeds of future revolution. They ?vho sow the wind will roap the- whwi wind, and tho long poul np wrath of an outraged community, when once evoked, must bu terrible iu its op?rations. Tho Radical party of South Carolina is now ia the ascendancy. It is responsi? ble for thc spirit in which tho present .emergency will be met. Weare told thut tho Governor of thc State intends, henceforth, to do his duty honestly and impartially, and to sot his face against nil schemes to plunder the Treasury und yet more to impoverish the people. Also stated, that it was ho custom of the Circuit Court not to call any of the dockets the iirst day of tho Court, aud moved that tho Court ndjouru till Tuesday morning. Tho Judge remarked that hereafter he would call tho docket the first day of the Court, but ut present be would grant tho motion, and adjourned Court till 10 A. M., to-duy.
