So many strange things nave happen? ed, and so many saguoioos calculations been defeated by the cooroo of events in the present war, that even statements which seom npon the face of ?them im? probable are not as promptly rejected as they might be ander the circumstances. Of this character is the intelligence com? municated by despatch to the New York World, December 10, that the Papal envoy at Versailles has received from King William tho assurance that so soou as tho present war is ended he will ro storu tho Popo to his temporal powor. That tho Protestant King of Prussia, representing tho Protestants of tho North, should make such a promise, seems strange enough, though before wo regard it as incredible we must bear in mind that ho expects to?come out of this war not simply as King of Prussia, but as Emperor of United Germany, a large proportion of whose populatiQ? are at? tached to tho Roman Catholic Church. To propitiate this population, and secure to Germany tho good wishes of other Roman Catholic nations in Europe, and even to conciliate France, the Emperor of Germany might consider it policy to restore to the Pope his temporal power. What the feeling in Franco is may be inferred from the statement published by the Pall Mall Gazelle, of London, w*hioh comes almost simultaneously with the above announcement, that Genoral Trocha has written to the Pope lament? ing that the present condition of Franco prevents her from coming to his assist? ance, sud that as soon as ho has accom? plished his mission at Paris, he will make it his next duty to restore the Pope his triple crown. When, amidst her own tribulations, France evinces suoh sym? pathy with the Pope, it is easy to see that Bismarck might suppose he could improve the French feeling towards Ger? many by giving aid and comfort to the Pope in Iiis trouble. It will be remem? bered that, even as King of Prussia, William, in the correspondence between himself and the Pope, in August last, assured his holiness that he was "united to him in hoods of Christian charity and true friendship." Supposiug those words to bo prompted simply by a desire to conciliato tho Ruin au Catholic element, it i.s conceiva? ble that, in order to muko Gcrraauy a unit, . the same motive might leud to such action as is attributed to him iu tho lato despatch. So many marvels are happening that we may well ceaso to wonder at auythiug. William, from present appearances, will be in condition to do as he pleases when tho present war is ended. His Protestant subjects may forgive him, ou account of the glory ho has acquired for Prussia, for au net which niauy of them will look upon as of no practical importance, either iu n religious or temporal point, of view, whilst tho Catholio population of tho new Empire will become his active friends. In this country, so remote from tho scene of action, and where the Roman Catholic element does not pre? dominate, wo aro perhaps ? not inclined to appreciate the force of motives which may be supposed to operate upon Eu? ropean Governments in matters connect? ed with a religion which prevails among so many millions of people. At the opening of this new year it. is not. without mournful interest, to look hack at the great disasters that have befulleu Richmond since it became a city. In 1811, the theatre on Broad street, where the Monumental Church now stands, was destroyed by fire, aud Seventy two persons, including the Governor of Vir? ginia, were burned to death. During the war, besides the sufferings usual in a besieged city, the ammunition factory on Brown's Island exploded in 18?53. killing thirty-three young girls and six males, including Rev. J. H. Woodcock, engaged there. In 18155, at tho evacua ? tion, nearly the entire business portion of the city was destroyed by fire. In 18G3, nt a political celebration on Mayo's Island, the bridge broke down, killing Gol. James R. Branch, ono of our first citizens, aud four other persons. The year 1870 was thick with disasters. Tn April, tho flooring of the Court Room at the Capitol gave way, killing fifty-seven, and wounding over 100 persons. A few months afterwards, a largo portion of the city was submerged by a flood, caus? ing great destruction of property; and on Christmas morning, the Spotswood Hotel, with the valuable block of build? ings adjoining, was destroyed by fire, and eight human beings burned to death, besides four never heard from and sup? posed to have shared the same fate. [Richmond Dispatch. DECISION AFFECTING SOUTHERN BANKS. -An important decision, affecting a number of Southern bauks, has been ? rendered in the Supreme Court of Ten? nessee. This decision, given in tho ease of the Merchants' and Planters' Bank, of Memphis, hut which applies to all other banks similarly situated, is to tho effect that, although tho bills of this batik, to recover tho value of which snit was brought, "were issued during tho war for the purpose of aiding tho rebel? lion, aud actually used for that purpose, and on that account illegal, still, in tho hands of a bona fide purchaser for value without notice, they would bo upheld, and the holder would bo entitled to re? cover on thom;" and, further, that tho holders of such notes are entitled to re? cover not merely tho price paid for them, but their full face value.
