COLUMBIA. C. Thursday Morning, December 22.1870. Tua PRIZE SYSTEI?.-The proprietor of the Yorkville Enquirer has adopted a novel prize system. Wo publish his notice: "THH YOBKVTXIIJE ENQUIRER FOR 1871. With'th? first of the year, the Yorkville Enquirer will enter upon its seventeenth volume; and the success with whioh the proprietor has met in the past, in his efforts to publish a first class literary and family paper, has induced him to present attractions in the future superior to any heretofore offered. With this view, ana for the parp?se of securing original se? rial stories of a high order, rem un er uti re prizes were offered for tho throe best competitive stories. From a large num? ber that were submitted, a committee, composed of disinterested and compe? tent literary gentlemen, selected as the most entertaining, 'Avlona,' 'Tempta ; tipn* and 'The Lost Diamond,'which, on I opening the seals containing the authors' names, were found to be from the pens of some of the most popular story writers; and these productions aro pro? nounced equal to the stories issued from any weekly press in tho country. .'The prize stories will run through at least twenty-six numbers of the paper, aud will bo followed by three other ori? ginal stories of absorbing interest, writ? ten expressly for tho Enquirer, eutitled, respectively, 'Destiny-A Talc of Before tho War,' 'Broken Cisterns' aud 'Uu known,' making not less than 3U0 columns of original stories to bo pub? lished during the year; which, in addi? tion to tho miscellaneous reading, adapt? ed to all classes; tho agricultural depart? ment, containing practical and useful information to tho farmer; reading for the Sabbath, under the .supervision of a clerical gentleman of marked ability, whose graceful pen embellishes bis de? partment in every number; a column of wit and humor; together with editorials on appropriate topics; a compend of the news, at home and abroad; commercial and market reports, and being one of tho largest papers published in the South, printed, in the best'style on a steam press, the Enquirer will supply the want of every fireside, and sustain its reputation as a uowspaper for the family circle. "With a determination to keep up with tho spirit of the times-the distri? bution of prizes being a popular idea the proprietor lins determined to adopt a system of gift distribution among the subscribers of tho Enquirer; but upon a plan different fom thut so prevalent, in which brasa jewelry, "dumb watches" and shilling pictures are the chief at? tractions It is deemed preferable to award n substantial gift, in un equitable manner, upon tho following plan: "Comu*.encing with the first week in January, 1871, the name of each yearly subscriber on thc list, who has puid in advance, will bc placed in a box provided for tho purpose. Cn euch Wednesday morning throughout tho year, after tho? roughly mixing the names, ono name will be drawn from tho box-the person whoso name shall be so drawn, to be en? titled to a prize of five dollars in cash. As names are added to tho list they will he placed in tho box. DISABILITIES. - A Tribune telegram says: "Senator Bobertson, who is chairman of thc Senuto Committee on Political Disabilities, and to which will bo refer? red, without doubt, all bills relating to amnesty, says that if Gen. Butler's bill, or auy substitute lor it having its main features, passes the House, be shall move thc adoption of his bill of last winter as ti substitute. His bill grants nmnesty to all classes, with three exceptions, viz. : First. Those who left seats in Congress to participate in the rebellion. Second. Those who left commissions in the army and uavy to take part iu tho rebellion; and third, those who wero members of Ibo couventions which passed the ordi jiaueo of secession and voted therefor. Tho hill does not permanently disqualify these classes, but excludes them from tho benefits of the present bill." - - A BLACK BOOK.-Tho Savannah News "uniler8tauds that, for mutual protec? tion, it is proprosed by thc cotton fac? tors, aud other business men in Savannah who deal with planters, to establish a .black book,' in which will bo recorded the nnrnes of all those who are behind in paying thoir debts. POPULATION OF NEW YORK CITY.-The New York Tribune gives the census of New York and its tributary surroundings at 2,044,150. Population in 1850,971, 1)59-showing an increase of 107 per cent.
