Doubtless mas; things have been said by the advocates of both parties, which had petter have been left nnsaid. Of one thing the people of thc State may be assured, so far as my course aa a public officer is concerned, the criminations and recriminations of the political contest are forgotten; and while I shall not fail in allegiance to the principles of the party I represent, as Governor of the State, entrusted with the execution of its laws, I will know no party or class, but finall endeavor most earnehtly to protect and secare the rights and privileges of all. The Constitution and laws of our State Sive to .the Executive large powers, and ie?83 powers carry with them correspond? ing responsibilities. He would indeed be a bold man, who, having occupied the position whioh it has been my lot to hold for the past two eventful years, should claim for himself freedom from mistakes, or even serious errors in tho administra? tion of the affairs of Government. I certainly make no snob claim. But I do claim that the general scope and aim ol my administration bas been very good; and that it has been measurably free from the errors incident to all human go? vernments. A charge, freely made against my ad? ministration, bas been the incompetency of ita appointees, to thc various County und other offices. The charge is not entirely without troth. But a recur renee to the history of the two yean just passed will offer sonic justification for snob appointments. When the nd ministration just closed came into power, the citizens of the.State, who, by educa tion and experience, were best titted ti fill the various offices in the gift of thc Executive, either openly opposed, 01 silently, but persistently, stood alco from the Government. Persons, whns< services the State would have been glac to secure, refused to qualify for tho posi Hons which were offered them; while 01 the other bond, men were urged upoi the Executive, whose opposition to th? Government was ao well known as U make their appointment, so far as tb execution of the luws was concerned, i faros. In addition, many, if not most o these appointments, had to bo made im mediately; the exigencies of the puhli service were such os to preclude th ' possibility of thorongb investigatioi into the* character and fitness of th persons recommended by them, upoi whom the Executive was compelled t depend for information. In the jmtur of things, it has been, to a great degree impraotioable for him to know fully tb qualifications of thoso who have bee urged npon him for appointment. I at satisfied, that without doing injustice t the claims of any one, the large expen ende whioh we have all gained, combine with the accessions which have bee mado to the ranks of those who are bot actively and passively friendly to the ac ministration, will enable us to cure th i evil In the future. It is not necessary t enter into an argument to show the in possibility of carrying on the affairs c the Government without competency o the part of those selected to perform il duties; the thing is self-evident. It : my purpose, so far as tho responsibilit rests with me, to secure such compi tenoy; and in this effort I think I ma confidently look for the support of th people of the Stats of all classes. Fellow-citizens, our State has mac great progress in all respects within tl last two years. Two years ago, a larg class of our people were a unit almost i their avowed determination not to reco? niee the validity of the Reconstructic AotSof Congress, or of the Governmei established under them. To-day, the: are all treated as accomplished facts, L all-olasses of the community, so far : public utterances have any vnlne, ai we have good reason to believe that tl number of persons who cherish eith the hope or the desire to distrust the e istlng political relations of the people very inconsiderable. Oar national pr gross has kept paoo with the political, is tree, that the European war, by d pressing prices, has made our people fe poorer than they hoped to be, bot neve theless there are indications of life ai energy all over the State. New branch of industry are being opened np, and i things promise, with peace and goi order, prosperity to the people. T same progress, though possibly not evident to the casual observer, hos be made in educational matters. In tl direotion I wonld urge increased inten and aotivity on the part of tho peop! The Government can do much, but oannot do all, and without earnest ai constant effort on tho part of tho poop any school system will prove a failure. Fellow-citizens, I do not care to i quire whether this favorable conditi of things exists as a cons?quence of c administration of affairs, or in spite it. It is enough to know that this mu has been secured, and we will leave it the future to decide what measure praise or blame belongs to eacb and of us. In the few words appropriate to t occasion, I cannot indulge in detail, I confine myself to a general reference what I believe to be the condition of < State, and to tho policy which I hope enforce in the administration of its fairs in the future. Am I asking much, when I call upon the people of State, of all classes and parties, to sli by tho Government in every right effort? There cannot be prosperity in the State unless tbero is peace; there cannot be peace unless there is respect for law aud for the rights of all, no matter how ob? jectionable to some of our fellow-citizens we may be who make and administer the laws, or how hateful may bo those who, from time to time, have had their lives and liberties imperilled. ? little for? bearance, a little of that good souse which we all claim as our heritage, will save us from the dangers wbioh thronten the peace and prosperity of the State. A beneficent Providence, by unerring signs, is pointing out a path-way to a future of greatness. Let us walkiu that path, and forgetting, as wo may, all that is bitter in the past, strive earnestly to build up a commonwealth, whioh, by its freedom, intelligence and virtue, as well as by its material wealth, shall add lustre to the nation of which it is a part. EMIGRATION WESTWARD.-Large num? bers of emigrants from North Carolina have recently been passing through Au? gusta, en route to Texas, Arkansas and Louisiana. On Wednesday night, about seventy-five passed over the Georgia Railroad, and on Thursday night about 100. Thoy carry out a bountiful crop of children to their new homes. FIRE.-About 7 o'clock last evening, the soap factory of Mr. W. N.
