There seems, after all, says tbe New Orleans Times, to bo an epidemic among nations and peoples, ns woll as among individuals: Tn Europe, we find two of tho meat powerful ua?out*-ibo incarna? tion of tbe newest representatives of modern aggressive warfare-pitted against one another for tho military and political sovereignty of the Old World. Th? other nationalise s of Europe are drawn within the circle of war, in spite of themselves. All these talks of inter? vention, backed by a careful scrutiny of the home-armies, and a labored search into the force of battalions, on the part of Russia and Austria, aro nothing more nor less than thc signs of thc genorol vortex seething between the Rhine and the Seiue. In Europe, os matters now stand, not to prepare, in a season of war, is to commit national suicide. Lines and divisions of lines menu some? thing positive. They are substantial evidences of tbe strength of a nation. Russia and Austria may raiso their voices for peace. But for all that, they review their battalions for war. War, at tho present juncture, is almost ns likely os peace; and the gravo suggestion of intervention may speedily end in the .sharp assertion of ambitious and jealous nationalities. In the Roman States, tbe grand old fabric of Papal Tempornlism has passed away. Its requiem was sung yesterday, when the Italians entered Rome. And to increase still further tho area of this epidemic of Mars, we receive not unexpected, but, certainly material news from Ohina, which should not be over? looked in the greater imminence of the giganlio contest now going on under the walls of the great capital of civilization. Tbo massacre of Christians by the Chi? nese at Tient-Sing is more important in its horrible results than has boon repre? sented. The Chinese, although they have shown a decided tendency to emi? gration to this country, have been for all time past the most exclusive race in the world. The ico of prejudice, bas been crackod, not broken. They bato foreiguers, in Bpite of tho commercial privileges granted to them, as much as they ever did when not an outside bar? barian had passed into the interior. China, in fact, is a type of the Un? changeable. Foreigners may gain ad? vantages from merchants; but the peo? ple ore inexorable in their hate of out? siders. Two Governments of Europo are on the poiut of sending out an expe? dition into this oouutry, so vast in terri? tory, and so formidable in numbers. Disturbances in many of the seaport towns have broken ont, and the world . may, in a shorter time than it will take thc European struggle to end, be edi? fied by the clash of arms, on a naked issue of civilization and barbarism, be? tween two great representatives of the modern world. Wars and rumors of war! The page on which the tale of 1870 is to be written is tragic. Who can foretell the end? TUE __<OGD IN VIRGINIA.-Our readers will read with sympathetic emotions of the great flood in Virginia. It seems unprecedentedly disastrous. Bridges are carried away, communications broken up and houses are borne away upon the angry waters. Virginia is indeed sorely tried. Hers aro "accidente" by flood now os by "field" before. ?????-? H?ge, Brigadier-General of the Scott militia, arrived at this military post ou Saturday last, and was quartered with Joe. He departed early on Sunday morn? ing, and tho purport of his visit is not known.
