Troops are musteriug in the principal Frenoh cities unoccupied by tho Prus? sians, and largo bodies are moving up from tho South. English journals are filled with reports of military operations in different parts of Frauce. BERLIN, September 28.-Provincial correspondence says France vainly hopes to convert her dofeat into a victory. Further carnage would therefore bo vaiu and impious. Bismarck demands first cd tho French responsibility. Frauco refusing that, must take the consequences. There is great rejoicings throughout Germany over the capture of Strasburg.
