COLUMBIA, s. c. Wednesday ttorning, September21, '70 With tho Govern moat moved to Tours, Paris becomes simply a besieged for? tress, and if it falls, tho Prussians must keep on taking every city the Govern? ment makes the capital. Tho four coun? tries favorable to a Fronoh Republic have already recognized it; tboy are, the the, United States, Switzerland, Spain and Italy. So France hos virtually tho sympathy and moral support of some of the leading powors, and Prussia's per? sistence ia the war against the Republic will only augment the probabilities of au early armed interference. Even if Prussia should receive Alsnco and Lorraine as part of tho spoils of the war, she could not hope to retain them as part of the Prussian dominions and as attached to the Prussian crown exclu? sively, because as they havo beou won by the aid of other German States that have suffered heavilyt in gaining tho victories, they would demand and insist upon it that these provinces belonged to Germany and not to Prussia, except so for as she was a part of tho confederation. CHOLERA. APPROACHING.-The awful news of the approach of cholera reminds UH of an old insidious and unconquera? ble enemy. Ia Havaua it is spreading with frightful rapidity. There were fifty-three deaths ia ono day and eighty on another. Tho victims are tukon from all classes-from tho aristocracy and the ohaiu gang-equally. lu tho shipping ia the harbor its ravages have been very great, and letters dread lest the epidemic make such headway as to fill the city with mouraiag, and to take tho popula? tion off ia countless cumbers. lu France we hear of tho cholera among the German troops. lu South-eastern Russia it is rapidly extending. The Journal de St. Petersburg, of the 11th inst., nnnonuees twenty-three coses and tea deaths from the epidemic at Rostow, arid nine cases and four deaths at Kort eh. The appearance of* the disenso is also announced at Odessa, in n communica? tion dated the 4th inst. Tho latest news from Taganrog states that from the 25th of June to tho 18th of July, IIS oases of the malady occurred in that town, seventy-five of which ended fatuity. AGRICULTURAL FAIR.-The Wilming? ton Journal in speaking of the second annual fair of tho Cape Fear Agricultural Association thus alludes to the general good to bo derived by holding fairs throughout tho country: "We aro satisfied that these annual gatherings will do much to stimulate ag? ricultural industry and encourage manu? facturing enterprise. These meetings of the bono and sinew of the laud-the producers of wealth-will give an intelli? gent activity to farming operations, without which the South will never be prosperous. "There is no better way to introduce improved and labor-saving muchiues, aud make universal tho uso of natural aud mauufactured fertilizers, than by gaining at these fairs the experience of thoso who have mude practical and suc? cessful use of both." SIGNS IN TUB EAST.-For many years the Alaine election hus beou looked upon as a sort of political barometer. Occur? ring carly in tho fall, its result has gene? rally indicated the extent of the changes in public soutinrent which havo been going on during tho previous eight months of tho year. The sudden revo? lution in its votu in 183G foreshadowed tho conquest of thc Northern States by radicalism. Muiuu has steadily adhered to tho radical party uutil this year. It has always been good for from 20,000 to 25,000 radical majority. Grant had 28,000. The reduction of tho majority now to less thou 5,000 shows that the party of fanaticism and intolerance is ou it3 last legs. It foreshadows tho con? quest of the whole country by tho Demo? cracy in Octobor und November. f New York News. THE ISRAELITE PRATES ROOK.-The Israelites uro revising their Prayer Book. At the late Jewish Synod, held at Leipsic, the following was resolved: "No bitter or harsh expression shall bo contained iu any of tho prayers under revision or to be newly composed; the contents shall embrace all humau beings of the universe, and nothing shall be said therein with regard to the chosen people which might in tho loast offend our brethren of another creed. On thc other hand, the new prayers, or thoso under revision, shall lay stress upou tho religions mission of Israel, tho provi? dential guidance in its progressive dcvo lopment, a futuro universal knowledge of the Almighty's commands, a lovo of peace and justico and humanity." - . <> RECLAIMING} NAUGHTY. YOUNG MEN. A party of rospeotablo Chicago ladies have formed a society for reclaiming young men, and they go about the streets at nights and pick np young men who show sigus of dissipation, invite them to their house.", und treat them to icc cream, chicken snlad, etc., and then let them go homo sober. Half tho young men in town lie around the streets at nights, lo bo taken in. Ono whole en? gine company went to ono ol thc ladies' housos and asked to be reclaimed. Tho first volvct factory in tho United States has been sturted by a French co? lony in Kansas, at tho town of Franklin, eighteen miles South-west of Ottawa. Yesterday morning, a nntivo of tho Emoruld Isle, residing near the Soventh strcet wharf, diod-to all appearances and some few of his friends were in? vited to tho wuke last night, among them a young man temporarily employed as a watchman at ono of tho hotels near Seventh-street, and who is known by the name of "Willie." The others hav? ing withdrawn, "Willie" was left alouo with his charge a fow minutos, and amused himself by examining somo pictures on the wall. Heariug n noise in tho dead man's direction, the watch? man turned aud was surprised to see the corpse (?) sitting bolt upright in tho collin, with an astonished look at tho positiou in which be found himself. This was enough for the watchman, who immediately made a spring through tho second story window, taking with him thc lower sash, but fortunately not in? juring himself muoh, nod ho made good time up Soventh-strcet to the hotel, where he related what had happened, and on being asked what the corps said, replied that he did not stop to see. Later in tho night he was induced to re? turn to the house, to finish "the wake," but finding that they bad taken the corpse from his "wooden overcoat" and wero making his joints supple by rub? bing, ho returned to tho hotel. This morning it is reported that tho dead man is getting along very well, with a pros? pect of a long life before bim. I Washington (D. C.) Star, September 15. "Who was it that likened a human be? ing's stomach to Noah's Ark, aud say it .took in all things?' I forget how it was said, but it gave a good picture of man's omnivorous capacity." It is the late Mr. Dickeos you refer to. Ho has said a great number of quiet sensible things in bis day. His words, in tho instance you allude to, were: "I am worse than Noah's Ark-of course I mean in my capacity for taking in animals. I will suppose that I have reached tho allotted term of man's existence-threo score and ton that I have beou blessed with good di? gestion, and that I have devoured three meals a day. Settiug aside tho forests of vegetables I have destroyed, the pano? rama of my animal consumption would take the regular exhibition period of two hours to unroll. There I should stand at one cud like the Ark with open mouth, whi'e every living creature of tho air, thc earth, or tho sea, would move slowly on iu solemu procession, disappearing within my ull-devouriug jaws. The weight of my individual nourishment in tons would be something awful ; its value iu sterling money might reach J?l?.OtM); aud in one-horse wagon loads it would number perhaps from eighty to one hun? dred. Not content with tho llcah of birds, beasts, fishes, reptiles, and insects, I must seize upon their bones, aud teed upon their skius." Tho Lorraine peasant loves to narrate tho story of tho "Woman of Steuuy," who offered a burrel of wino to a detach? ment of Austrians, saying: "You are thirsty, friends, drink; you aro welcome to all my store," drinking as she spoke, a cupful in their honor. Tho soldiers accepted with pleasure, and in a few minutes ?100 men wero writhing on the ground in agony. "Then tho 'woman of Stenay' rose, and with her dying gasp shrieking out, 'You aro all poisoned! Vira bi Fi-ance!' fell back a corpse." This is the legend of Lorraine, and the me? mory of its beroi no is revered by the peasantry us that of Charlotte Corday. Tho Tribune special at Paris, on Tues? day, writes: Tho ramparts are divided into niuo sections, each under a sepa? rate commander. The guns there and in tho forts aro mauued by sailors from Cherbourg and Toulon. The National Guards are camped on tho Glacis. The forts aro garrisoned by tho National and Mobile Guards, who aro under stringent military discipline. A liuo of troops is stationed between tho exterior forts and tho ramparts, supported by volunteers and Provincial Mobiles. There is but little coulideucc among tho officers that tho city eau resist. The hus? band only writes the following letter to tho soduoer: "SIB: I have tried to rid myself of my wife for some time. X must confess I was afraid of her. A mad dog bit her a week ago, and I was waiting resignedly for the probable re? sult. You will now stand by her, and help her to live through the agonies of tho impending attack of the dire malady.
