Domestic Neves. WASHINGTON, July 1.-Internal reve? nue receipts to-day over 81,000,000. The Senate resumed tho consideration of the tax bill. A spirited disenssiou ensued ou tho proposition to tax incomes from Government bonds five per cent. The amendment was rejected; the Anal vote striking out income tax was: yeas 26; nays 21. This vote is regarded as a finality upon thia question. Au amend? ment was adopted providing that tho tax on salaries of Government officers shall cease in August. lu the House, n bill granting tho right of way to the Alabama Road through public lands in California, passed. The funding bill, as reported by the Ways and Means Committee, was taken up and passed-yeas 129; nays 41. The bill au? thorizes tho issue of $1,000,000 iu bonds, redeemable in thirty years, at -1 per cent, interest, exempt from tax by the United States; the bonds to be sold at par, aud the proceeds devoted to the redemption of 5-20 bonds at par or less. It also au? thorizes tho Secretary of tho Treasury to receive gold on deposit, in sums of not less than 61,000, for which certificates are to be issued, bearing three per cent, interest. These deposits mriy bc with? drawn at any time, on thirty days notice; soventy-fivo per cent, of theso deposits to be used in redeeming bomls. Tho bill directs that ali bonds purchased by the Seorefcnry of the Treasury, and now held in the Treasury, shall bo cancelled and destroyed, and all bonds redeemed hereafter shall be cancelled and destroyed and deducted from the outstanding pub? lic debt. The Census Commissioner asks au additional $1,000,000, to complete his work. The decrease of tho public debt dur? ing Jane was nearly $20,500,000. Coin in Treasury $112,500,000; cur? rency nearly $29,000,000. The heavy whiskey lobby departed, having tho assurance of Schenck and Sherman that there will bo no modifica? tion of the whiskey tax or regulations. RICHMOND, July 1.-The conservative members of tho Legislature held a meet? ing this evening and appointed a com? mittee to report a plan to be submitted to the Legislature for re-districting the Congressional Districts of tho Stato; also, to consider tho organization of par tiee in the State. Senator Snowdon, a prominent Democrat, is President. The committee is to report to caucus to-mor? row. Lewis Kennedy, colored, who ravished and murdered Mrs. Stewart, in New Kent County, and killed John Baller, her farm manager, was executed this morning, at Now Kent Court House. The drop noose gave way, and Kennedy fell to the ground, his neok being badly injured. He walked upon tho platform the second time, when the drop again fell, and after a prolonged struggle, Ken ' nedy died. Ho made confessions that ho had com? mitted the two murders, but had only n'.xmptod to ravish Mrs. Stewart, her resistance having prevented bis succeed? ing, J After tho murder Keunedy fired the boneo, burning Mrs. Stewart's body in it.
