PTJ8E8 TO TAKE) THE TEST-OATH.-A boy named Baldwin Alexander, about seven? teen years of age, residing in Pulaski County, Virginia, having been appointed a cadet at the Naval Academy by Repre? sentative Gibson, of Virginia, under? went thorough examination, and passed. He .made a favorable impression upon? tho Board of Examiners and tho Secre? tary of the Navy, and his appointment was oondrmod; but when asked to take the test-oath, ho declined, asserting that although he was a mero child at the commencement of tho war, and but twelve years of age at its close, his asso elates, surround in gs, otc, had created a sympathy in his mind and heart for those around him; and to swear that he had not sympathized with or counte? nanced the "'rebellion," would be base perjury, and he could not do so. He could take all the remainder of the oath but those two terms. His honesty and candor elicited encomiums from the . naval authorities, aud Seuator Johuaon took the matter in baud and tried to have the youth admitted upon taking the proper constitutional oath. Tho law on the subject is imperative, and tho Seoretary of the Navy to-day informed Senator Johnson that Alexander could not be admitted to tho academy as a cadet, unless he subscribed to the iron? clad oath. Senator Johnson will ask special Congressional legislation in his case, and Representative Platt also stated that he would ask the removal ol Alexander's disabilities by the House, and that he bo allowed to enter the aca? demy without taking the iron-clad oath. THE END OP THE ST. THOMAS AFFAIR. It hos been already mentioned that tht King of Denmark has issued a proclama tionto his "beloved and faithful subjects in the Islands of St. Thomas and St Johns," relating to tho abandonment o: the annexation treaty made with thii country. It .is a little awkward for i ruler who had bargained to sell out hil subjects, under no matter what inila enees, to acknowledge at last that he wa not able to got rid of them; but at tin same timo it must bo admitted that Chris tian IX comes out of this transaction ii a manner more dignified than thc Somit of tho United States. We agre with tho Now York Times that-, for th sake of our national honor, it is to b hoped that the precedent it emboak will in future be avoided, and we ma add that its results ought to admonis circumspection aud prudence iu the S Domingo and other contemplated ncqu sitions of foreign territory. TELEGRAPH MONEY ORDERS.-It is u< generally known that the managers < the Western Uuiou Telegraph Compan have inaugurated a system for the tran missiou of money from the principe offices in many respects like the po office mouey order system. A perse wishing to make a quint, payment 1 another person in another place has oui to step into the telegraph office, depos the amount of mouey ho desires to pa; send a message to the payoe that ho hi deposited a certain amount to his credi naming the telegraph ofiico at which is payable, and almost before he leav the office the payment will bo mad though hundreds of miles separate tl parties to tho transaction. The offi receiving the money authorizes tl office from which it is to be paid to pi the amount so deposited, aud charge tl amount against the office giving the a thorizatiou. The rate of commissiou one per cent. Orders ranging amoi the thousands may bo obtained, and tl amounts are only governed by tl ability of the offices to which they n sent to pay. Tho Hartford (Oonncc cut) office has for some time had the s tem iu operation, aud it is proposed extend it to all the principal offices the country. Whon oxplained, was shown that the Pheonix Steam F Company had adopted this mode of cc veying orders during a fire.
