How TO OBSTRUCT lu MIGRATION m THE SOUTH-For the Governor of each State to follow the example of Governor Hol? den, of North Carolina, and issne pro? clamations for political effect, showing the shocking condition of society there, garnished with frightful lists of alleged Ku-Klux assassinations, robberies, house burnings and diabolical outrages of nearly every description. Tho true con? dition of the South may bo bad enough in some localities, but it is manifestly a mistaken policy to ransack the country over and present to the world in exagge? rated colors every misdemeanor that oc? curs, and no doubt many that do not. It Bhould bo the purpose of Southerners to strive to restore tranquility and main? tain order among themselves, and to en? courage, by every possible means, the introduction of a class of immigrants who will be permanently beneficial to tho interests of the country. Proclamations like that of Governor Holden, charging deeds of darkness upon the Ku-Kluxes before such lawless bands even had an existence, aro poorly calculated to add to tho prosperity or social reputation of the State. Holden had botter hold up. [New York Herahl. "The Reverend Mr. Catto," wo learn hom a rural radical journal in New Jer? sey, has resigned tho charge of a church in Orange. This would bo no very mo? mentous matter except for the reason which the thus resigned and reverend person assigns for his resignation. "Ho thinks he is more needed in the State at large to look after the colored voters thun in any special church." It evidently has not occurred to tho Reverend Mr. Catto, or to his threnodist, that "looking after the colored voters" is any dereliction of his ministerial vocation, or that promot? ing the interest of radicalism in New Jersey is other than a strictly clerical function. It may be more important to the colored voter to have tho Gospel preached to him than to bo led into the green political pastures of tho fifteenth amendment. But tho Beverend Mr. Catto seems to havo a just appreciation of himself when he concludes that it is more needful to lead the colored voter in tho way he should go than to preach tho Gospeljas he preaches it. [New York World. Nitro-glycerine will, in all probability, find n rival, if it is not entirely super? seded, by a new nud more powerful ex? plosive compound, called "litho-frac? ture." It is n black substance, of as plastic a nature ns putty, and can be manipulated with impunity. Its powers were recently tested at lion Mountain, Mo., where it was loosely laid on top of a solid mass of oro weighing eighteen tous. It was exploded by means of a fuse, and reduced the block to a heap of small fragments. Confined in the usual apertures produced by rock drills, its shattering power proved itself quito ns terrible as that of nitro-glycerine. Un? like the latter powerful agent, it will not explode from concussion, but requires the action of fire to evoke its startling strength. Oregon has elected tho first member of the Forty-second Congress. Mr. James F. Slater, tho new Congressman, is a Democrat, and his election i? a good omen for the political character of the next Congress. The Democratic victory in Oregon, following as closely ns it has after the sweeping victory in this State, and achieved as it was in spite of the ef? forts of one of tho strongest politicians on the Pacific coast-Senator Williams is another proof of the turning of the political tide. ' Whatever may bo the re? sult of the next Presidential election, it is already evident that tho next House of Representatives is to be Democratic. [New York World. THE SOUTHERN ATLANTIC TELEGRAPH COMPANY.-This new telegraph company, which for some weeks past has bcon spreading its wings from the extreme Northern frontier Southwards, has reached Charleston, nud Mr. David O'Keefe, the well known telegraphist, has secured the contract for building the line between the cities of Charleston, Augusta aud Columbia. Yesterday Mr. O'Keefe surveyed the route to Summer? ville, and staked out the distances of his posts, which he will put in position in a day or two. The new line, under Mr. O'Keefe's management, is expected to be in operation by the 15th of August. [Charleston News. The Georgia Mutual Fire and Life In? surance Company, of Macon, Ga., has sold to tho Cotton States Life Insurance Company their entire Life Department.
