The average crop is now worth two hundred million dollars, and if half pi it were spun it would ronlize three hundred million dollars, besides employing thousands of operatives and uniting large emigration. It is claimed that yarns can be manufactured at the South of equal quality to thoso mndo abroad, and that they would sell readily in European markets. Tho consequence would be that the surplus spinners of the Old World would bo obliged to come to the raw material instead of tho raw material going to them as now, and, moreover, a very large saving in freight Wohld bo effected. Tbo scheme is cer? tainly a dazzling one, and wo shall be glad to eee it successfully carried into operation. The South now has less than two hundred thousand spindles, while the North has 5,848,477. If the South could spin its own cotton, or one-half of it, and send it abroad in the shape of yarn, the above proportion in spindles would soon be reversed. THE THIRTY-EIGHTH STATE.-The Washington Republican says: "There is no longer any doubt that before Con? gress adjourns, an enabling Act will be passed, to authorize New Mexico to or? ganize a State Government, eleot two Senators and one Representativo to Con? gress,'and apply for admission into the Union next Deoember. The proposition to create the thirty-eighth State, at first met with some opposition, but this bas disappeared under the assurances that New Mexico will be as Republican in po? litics as she will be republican in form. The Committee on Territories are alrea? dy prepared in the House to report a bill. New Mexico contains nearly 80,000, OOO of acres of land and a poDuiation ex? ceeding 100,000." A NEGRO STEAI/ER PARDONED.-On Thursday last, Governor Stevenson, of Kentnoky, pardoned Daniel O. McDow? ell, who was convicted in Breckinridge County, in 1863, of negro stealing, and sentenced to seventeen years' imprison? ment in the Kentucky penitentiary, where he has since been confined. From tho record in the case, the guilt of the accused was manifest. He was from the North, and had been South in the army. Passing through the country, he com? mitted tho crime, as it then was, was tried, convicted, and has since served in prison, as before stated. This may be set down as the last of the immediate consequences of slavery in Kentucky. BfA terrible murder was committed in Sevier Connty, East Tennessee, onThnrs day night hist. A poor woman, named Stratton, while on her way from Knox? ville, where she had been to obtain a pension of $83, stopped for the night at the house of a man named Joe Burkbead, and was allowed to sleep with Mrs. B. During the night, Burkbesd quietly en? tered the room, cut the throat of his wife (mistaking her for the lodger) and dragged the body into the yard. Mrs. 8., aroused by the noise and the blood of the victim spurting in her face, made her escape through tho low chimney of the cabin, and succeeded in reaching a neighbor's house, where assistance waa obtained and the murderer arrested. Ho appeared perfectly unconcerned. A plan for uniform railroad gange is under consideration by ruilroad men and members of Congress. Five-sixths of the roads already have the same gauge fonr feet eight and one-half inches. To bring tbe other sixth to this, it is pro? posed that, after n given day, no road ahull be a post road that does not conform to this gauge. The expenses of changing will not exceed $500 a mile, and as there are less than 8,000 milos of road requir? ing alteration, the whole coat of ?the work would not exceed ?4,000,000. CONTESTED ELECTIONS -The Election Committee of the United States House of Representatives still has eighteen con? tested seat cases to settle, viz: Ono from Colorado, ono from Alabama, ono from Arkansas, one from Virginia, one from Indiana, one from North Carolina, one from Ohio, one from Texas, two from Kentucky, two from Tennessee, two from South Carolina, two from Louisiana and two from Missouri.
