PAJUS, April 20.-The strikers are oommenoing ia earnest. 1,500 foundry men and moulders struck to-day. Tho ' tailors have struck, and the house-paiut ors are ox pee ted to strike to-morrow. Bonbon ot, director of Bochef o rt's jour? nal, has been Bentenoed to B?X mouths' imprisonment and fined 4,000f. for tho publication, of a congratulatory address from the women of By rus to tho women of Lia Orozat. HAVANA, April 20.-Two Cubans wore arrested on their arrival from New Or? leans. The journals say that tho Cubans, no longer recognizing C?spedes, have offered the Presidency to fortune. General Yalmaseda issued two procla? mations, announcing tho entrance of the insurgent forces, commanded by Modesto Dins, in Bayamo district. After a fight at Canto Abago, the insurgents attacked, captured aud burnt Capitan?a Del Herno, after a severe engagement, during which thirty-five volunteers and forty insurgents are reported to have been killed. The Spanish wounded escaped miraculously. Six Spanish battalions are pursuing the insurgents, to prevent them 'from, entering Sierra. Auother body of iusnrgeuts aro operating this side of Canto.' Prom W*a li inti ton. WASHINGTON, April 20.-Yerg?r has been released, on $15,000 bail. The Georgia bill, as it passed tho So? nate, is, substantially, BB.follows: Geor gia shall be known as tho Third Military District. Tho present Governor is pro? visional. A new' Legislature shall be elected next fall, upon the organization of which; Georgia may be admitted to representation in Congress. Tho Presi? dent is authorized to suppress disorder, holding municipalities responsible for loss to persons py property. The bill forbidding tho organization of the Geor? gia militia is repealed, and now goes to tho House. The Democrats were silent on tho final vote. Tho nays were, Bore man, Chandler, Drake, Fenton, Flana? gan, Fowler, Hamilton, of Texas, Har? ris, Howard, Howell, McDonald, Mor? ton, Nye, Osborne, Ramsey, Revels, Rice, Spencer, Stewart, Su muer, Thayer, Trumbull, Williams, Wilsou and Yates 25. The voto shows a square defeat of the extremists, and, iu consequence, n defeat of Gov. Bullock, whose object is said to havo been to continue the present pliant Legislatura in office during his term. Au amendment, ordering an elec? tion next fall, for all elective officer? of the State, was withdrawn before reach? ing a vote. The bill passed at half-past 2 this morning. Tho Ohio Legislature is at the White House. . In the House, Sypher was scated, by a vote of 78 to 73. Farnsworth, who had voted no, said he had not cxamiucd tho report, but would follow tho report of the Committee. He voted nyc. Tv,o other doubtful men then voted aye, amid a storm of protests from tho Democratic side. Blaine aharply reproved Farns? worth for unparliamentary action, in making remarles while announcing his vote. Tho ayea and nays were progress? ing on a motion to reconsider the vote seating Sypher. Thero is a baro possi? bility of a reversal. A motiou to table the motion to reconsider, was lost-79 to 83. A motion to reconsider is now pro? gressing, which, if carried, will bring another vote on the direct question. The probabilities, at this mouiout, aro rather against Sypher. The voto to reconsider was ourried-85 to 79. Tho reporters' gallery now consider Sypher's chance very feeble. Tho House, by 95 to GS, voted that thero had been no valid election in tho first Louiaiana District. Thia voto was reconsidered, and a motion to reconsider was tabled, which finally disposed of thc claim of General Sypher to a seat in thc House. The Georgia bill, as amended by tho Senate, was referred to tho Bc construction Committee, with Beveral substitutes. Pending tho resolution to inform Warmouth of tho vacancy iu thc first Louisiana District, the House ad? journed. In the Senate, Gilbort introduced a bill for .steam mail service between Flo? rida and Cuba, lianes introduced a bill for the better organization of tho Dis? trict Court of Louisinua. It involves tho division of the State in two judicial districts. Adjourned. Tho Supremo Court adjourns on Satur? day, April 30ih. No arguments will be heard until the26th. Internal revenue receipts today $238,000. The Howard Corruption Investigating Committco heard evidenco regarding tho negotiation of tho Congregational Church. It appears that tho Howard University was first intended for a school, uuder the auspices of the Con? gregational Church, but Howard fur? nished necessary funds to build it, and raise it to a University under tho aus? pices of tho Freedmen's Bureau. It is slated that seven Senators have changed front on tho San Domingo trenty, and it is asserted that its early ratification is probable. DD ni cul lc fte iv?. THE PRESS RESOLUTIONS.-Wo have endorsed, says the Chesterfield Democrat, these resolutions ns a declaration of prin? ciples upon which the notion of our peo? plo should be based under tho existing state of affairs. Perhaps it is as well to say that instead of "accepting the situa? tion" we simply recognize it and yield to it. We do not desire to bo understood as endorsing tho measures by which "tho situation" was brought about, nor con? senting io its perpetuation, if by any means it can be avoided. But wo do mean to bo understood as advocating strict justice to every oue, a fair aud faithful administration of whatever laws wo have, an honest and economical go? vernment, and a decent respect for the rights of every mau subject to it. Upon this platform, we cannot see how any oue can refuse to stand, who really desires to remove the evils of tho present rule, and promoto the welfare of tho whole com? munity. Nor do wo seo how it can sub? ject its friends to tho charge of unfair? ness of any class of people. PASS HIM AROUND. J. W. Harris was expelled from Central Lodge No. 70 of F. and A. "THE BEAUTIFUL SNOW"-WHO WROTE IT ? - The Louisville Courier-Journal seems to scttlo the question by authority. The authorship has been ascribed to a St. Louis lady who turned actress and perished in disgraco at New Orleans, while others have put tho laurel on the brow of ono Major William A. ll. Sig onruoy. Our Louisville contemporary says Henry Faxon is tho author, and it is no doubt correct. GENERAL DBE IN FLORIDA.-General R. E. Dee arrived at Jacksonville, Fla., on tho 13th inst., but stopped there ouly short time, not even landing from the steamer on which he was a passenger.
