These facts require no argument or illustration, for they are palpable to the most casual observer. Bas is there no remedy for the devasta tidn aud the impoverishment that is going on? No hope but in the politi? cian and in a chango of rulers? Our prosent politicians are all demagogues, and most of unfranohised voters are like cattle in the market for sale to tho high? est bidder. AVliilo political changes for tho better aro tb bo wished for, they are not to be relied on.. ^ better remedy is in tho hands of tho laud-owners! The idea of being "monarch of all I survey" should be abandoned and strong induce? ments offered to invite emigration of en? terprising, industrious, skilled laborers, and of encouraging them to, attach themselves to. the soil, make permanent improvements, engage in all the arts of diversified industry--building faotories, villages, towns and.cities, and thus con? vert our bid fields, wild lands, water p?wer, into active'-agencies for d?velop ing the national wealth and political power, within our reach, if we will but extend our band in the : right direction. Tho best tilled cotton field, with good Ecasons and high prices, cannot be made .to pay tho .land-owner a tittle of what can bo realized from an unproductive tract bf-land, suitably located for estab? lishing & colony of enterprising and in? telligent families of small farmers and mechanics, striving to secure good homes, and who will make permanent and handsome improvements. They will make intelligent, patriotic citizens, inte? rested in maintaining the honest admi? nistration of good laws and the credit of the State, when an ignorant tenantry, and floating hirelings, furnish tho mate? rial on wbioh demagogues thrive. i The machinery required to carry this project into execution, is much less than many imagine. If tho owner of the land will furnish that, as his share of the capital, on fair terms, and divide the profits of the enterprise, he can readily find associates who will do the balance. There are macy ways of encouraging, as well as of discouraging immigration. The present policy or rather praotice of the Southern planter operates against immigration. By concentrating all his force and energies on the production of a staple crop, to the neglect of every? thing else, he is furnishing a good mar? ket to the stock-raiser, the grain-grower, the mechanic and the manufacturer, who while thus made prosperous and happy in his home, has uo desire to emigrate. H. W. RISLEY. The most remarkable death ever re? corded occurred at Rome, Ga., on Satur? day before last. A negro was working beneath a bank of dirt; the dirt broke off, fell on him, and crushed him. His heart was shot out from his body, and thrown to a distance of sixty-two feet (by measure) from him. His lungs and liver were scattered between him and his heart, and his body was completely crushed by tho dirt. The Captain-General of Cuba has re? ceived instructions to order elections to be held in tho island for deputies to the Spanish Cortes, whenever the political and military situation will permit. This is an additionul inducement held out to the Cubans to submit. They are to be recognized as an integral part of the Spanish people; not mero colonial de? pendents, as heretofore. THE NEGRO EXODUS.-The New Or? leans Times, on the authority of "a large planter just returned from Chattanooga," states that by the regular official ac? counts of the railroads at the 'latter placo, it appears that 31,000 negroes have passed through on their way to tba States of Mississippi, Texas and Louisiana. With nearly a hundred wives, one would think Brigham Young had nursery enough for one man, but they say he is setting oat 200,000 new frnit trees. These trees will not bear the forbidden frnit, however.
