The de? feat of the latter organization is con? ceded to bo of the last importance to us. We know no mode of accomplishing this except by scouring victory for its antago? nist. . Such influence as we have, must be used lot thia purpose. We find the following circular in the Spartanburg Spartan, which paper states that It is being disseminated throughout the State; It emanates from Charleston, and is signed by a large number of names.' It commends itself to all unpre? judiced voters: Whereas the undersigned, colored men oi Charleston, being now convinced of the corruption, extravagance and ineffi? ciency of the present rulers of this State and city; ana having discovered that, under the disguise of doiug good to the colored people, strangers have come here to advance their own personal interests, but having really no affection for nor co-interest with UK; and that many native Carolinians have joined them only for the purpose of obtaining a share of the spoils; and being convinced that the great and unprecedented taxation, and other bad government under which we are now suffering, n-e the results of these men obtaining office; and being convinced that our true and only friends are to be found among the intelligent native gentlemen of this State, whom we have known all our lives, and have never found them wanting when needed nor in time of trouble; and being convinced that our interests are identical with theirs, and that their prosperity is also ours; sad being convinced that to them alone we have to look for a re-organiza? tion of onr State and city governments, upon the basis of honesty and efficiency; and being fully satisfied that we will receive every justice at their hands; therefore, be it Resolved, That we organize ourselves into a society, not to any party whatever owing any allegiance, but for the only object of freeing our State and city from its present corrupt rulers and placing honest and capable men in their places. Resolved, That we do pledge ourselves never to vote for any incompetent candi? date, be he Republican or Democrat, for any office whatever, but to use all our influence to defeat all such candidates, and elevating to office only our own native and honest citizens and such others as our own gentlemen may, in their wisdom, see fit to recomuieud and support. Tho Courier-Journal says the negroes of that State have decreased from 230,1*57 in 1860 to 140,445 iu 18G9, aud that the adoption of the fifteenth ameudment will not mnke tho slightest chauge in tho political status of Kentucky.
