Senator Robertson has reported from the Special Committee on Removal of Political Disabilities a bill including thc names of nearly 600 perseus. The names reported from South Carolina are: Cyrus D. Smith, Winusboro; James Hemphill, Chester; John Toomey, Charleston; Claude C. Turner, J. C. Winnsmith, William Irwin, Spartan burg; James A. Rotchford, Theodore Byers, York; J. E. Glenu, Newberry; Thomas T. Earle, Greenville. Mrs. Harrold, of Deminda, Jo Davies County, Illinois, recently became insano ?on religious matters. On Tuesday morn? ing, in the absence of her husband, she obtained a razor aud attempted to cut her throat, when her daughter snatched it away from her and ran toward an out? house to bide. Her mother overtook her, and after a struggle regained the raaor, and was about to draw it across her throat the second time, when another daughter, fiftoen years old, placed her baud there and received a terriblo gash. The mo? ther then succeeded in'cutting her throat from ear to ear, dying immediately. THE FRANKING PRIVILEGE.-The bill that has passed tue House of Represent? atives by so largo a majority, it seem.*; to be generally believed, will bo as signally defeated iu the Sonato as it triumphed in the House. This may be quite strange, to one who knows nothing of the spring.? behind tho Congressional scene--. Thc members of the House are more immedi? ately responsible to public opinion, and are put on trial three times as often as the Senators. They cannot ufford toiisk their popularity by an act openly defiant of public opinion, and, in cases person? ally interesting to themselves, they can affect to disregard their own wishes, relying upon the Senate to protect them! We do not mean to intimate that thc Senate is a never-failing protector in this wiso, but assuredly it has so often given assurance iu this matter that the House is pretty safe! Great would be the <ii> appointment of that body, however, if tho Senate should now ??ass this sweep? ing bill-au event which we can hardly hone for. The House took a liing at Hie editors, by abolishing their privilege of receiving their exchanges without postage. The gentle-hearted Butler evidently chuckled over this. Well, for one, wc say let them abolish this privilege. We would gladly pay postage on our exchaugos, to put an end to a great abuse like that ol tho franking privilege. Tho editors would get along without it, and get along well, too. The reform would very much relieve tho mails and editors. A drunken rowdy named Reynolds stabbed and killed a poor unoffending man, in his own house, in Hudson street, New York, on the 29th ult. The weapon used was a stolen shoe knife. The ex? citement amongst the crowd was so great that threats of Lynching were made against the murderer; but the police hur? ried their prisoner to the Btation-houso. On the same day, in Brooklyn, a drunken seaman and his wife fell into the dock, and were drowned;a companion attempt? ed to rescue them, and he shared the same fate. A highway robberj*, which had all the elements of tho Claude Duval uud Dick Turpin era, occurred near Hyde Park, Long Island, a day or two ago. A farmer was compelled to stand and deliver by three highwaymen, who robbed him of $3,000, and in thc struggle that ensued, shot him threo times. SOT1CE. COLUMBIA, S. C., January, 1ST0. Thc Charlotte, Columbia aud Augusta Railroad Company having been formed by the consolidation of thc Charlotte and South Carolina and the Columbia and Augusta Railroad, and having executed a first and only mortgage on its eutiro property of 195 miles, including equip? ment, is now redeeming all thc bonds formerly issued by said two companies by au exchange of its first mortgage bonds. These bouds bear seven per cent, interest, payable in January aud July, and are umply secured by a mort? gage on property which cost per mile more than three times the amount of hoads sc issued. Tho present price of thc stock aud tho business of the road give ample guaran? tee of the security of the obligations for a permanent investment. Indeed tho opiuiuu is freely expressed, that there is no safer bonds issued by any party or corporation tu the Slate, and they arc cheerfully commended to capitalists as a safo investment.
