While we are not able now to recall a season that was not remarkable, or a month in the year when somebody didn't say the times wero hard and money scarce, nevertheless, we main? tain, without fear of contradiction, that the present is really a remarkable winter. So far, in this section, and even very far North of us, along the coast, there has been no real cold spell. Wo have had thunder, bnt no snow; wind and rain, bat nothing worthy the name of a freeze. In fact, much of the winter has been, in mildness of temperature, more like April and May than December and January. On the other hand, West of the Alle ghanioa, they have had snow and ioc, and terrible storms. At Chicago, last week, the thermometer fell from forty two degrees to zero, in a fow hours. At Louisville, only a few days ugo, a torna? do killed eight persons and deluged a portion of the city, nnd on the same day, a terrifie storm of thunder and lightning, accompanied by hail, did much damage in and near St. Louis. At Cincinnati, a similar storm occurred soon afterwards, by whioh considerable property was in? jured, and Albany, Pittsburgh and Chi? cago felt tho same effects at about the same hour. In other regions, unnsual falls of rain have taken place. This, ac? cording to weather-wiso persons, indi? cates a speedy coming of intense cold, but so far, the indications do not run in this channel. One thing is certain, the present winter is an exceptional one in this respect, and scientific men have many facts by which to test their respec? tive theories. EXPOSTNG EXTRAVAGANCE.-On Tues? day, Mr. Dawes, Republican member ol Congress from Massachusetts, made the sensation speech, in the House, of the session. He accused his own party ol violating the pledges of retrenchmenl and economy by which they were ena? bled to carry the Presidential election, and of going far beyond the extravagance whioh they charged upon tho adminis? tration of Andrew Johnson. He sayj that the Republicans arraigned that ad ministration for prodigal and profligate expenditures, turned it out by meaus ol these charges, and that now, in thc very first estimates made by the administra? tion of General Grant, it is proposed tc make the public expeuses $28,000,000 t ?ear greater than they were under Mr ohnson. General Grant's heads of de partments are proposing to spend SID, 028,537 more next year than was appro priated for the present year. He say; that every one of the deportments ask; tor an increase, with the single cxeep tion of "tho poor unpopular Attorney General," who is likely to be thrust on and consigned to private life. Mr. Dawe: justly maintains that this is a scandalon failure to fulfill the pledges made in tin election. Commenting upon this bold effort a retrenchment, the New ?ork 'Iribun Bays: "Mr. Dawes was on the right track ii the House yesterday. Such meu ar needed in Congress, and such speeches The honorable gentleman did not quit? comprehend tbut ho is a member of body which the people expect to se voto for the repeal of the odious frankin, monopoly, before it goes ont of exisl ence; but, barring this blemish, his rt marks were timely, bold nud most vnlnn ble." CHARLOTTE, COLUMBIA AND ACOUS? RAILROAD.-Wo had the pleasure of mee: iog, yesterday, with the genial and ubi President of the Charlotte, Columbi and Augusta Railroad, Colonel Williat Johnston, in the city on business coi nected with his road. Colonel J onusto ranks with the ablest railroad men in th oountry, and keeps fully np with the pc Utica!, financial and industrial questior pertaining to the situation. His road i now enjoying a high degree of prosperit in the large increase of business over il entire line; within the past few month the receipts from freights and travel ha' ing augmented fully 100 per cent. TL future prospects of this important lin in the great and popular short passengi route Northward, are daily brighteniuf as evidenced by the increasing demain of travel. Its trains, of three, fonr ai five passenger cars, arrive and depa daily, filled with passengers. The bu of the travel is now Westward, and making heavy demands upon the rollii stock of the road, whioh hos latterly bet largely increased, and requires st farther additions of engines and cars meet the growing demands of businet alike from travel and freights. THE PROPOSED BRIDGE ACROSS TI EAST UIVER.-It is stated, in tho Nt York World, that workmen are now ? gaged in excavating, at the foot of Fult ntreet, for the foundation of tho Broc lyn tower for the bridge over the El River. Tho Joncsboro (II!.) Gazette, January 10,1 says: "On last Monday, on the farm of Mr. Allen W. Kimmel, in tho Mississippi bot- ? tom, two men in search of cattle, came j upon the cold stiff bodies of Mrs. Hatch-? ett and her two little children, one aged | two and the other five; they had been dead about two weeks. Mrs. Hatchett had been living in Missouri, but having some difficulty with her husband, left home with her children.
