Last night, a colored man, for whom a ticket had been bought by a white mau, applied for admission to the dress circle of tho Academy of Mnsic, and was re? fused admittance by Manager John T. Ford, of Baltimore, the lessee. Another colored man applied for tho reserved seats and was refused, by order of the lessee. This morning, warrants were issued, upon the affidavits of the two colored men, and Mr. Ford was arrested at the Academy of Music, for violating the State law to carry out the provisions of the Civil Rights Bill. Mr. Ford gave bond to appear at the next term of the Court of General Sessions. Washington Ktwn. WASHINGTON, January 8.- 150,000 lins been paid ou the lease of Samana. The President will send a treaty to the Senate, on Monday, paying $1,500,000 for Ban Domingo, which is to be annexed ns a Territory, and not as a State. Tho administration contemplates no action regarding Cuba. Executive circles have information that a Spanish regiment can march to any port in the island. Internal rovenuo receipts to-dny nearly half a million. A treaty for the aunexation of San Do? mingo to tho United States was nego? tiated by President Baez and our com? mercial agent, Perry, at San Domingo. This treaty, with the seoret message of the President of the United States, will be sent to the Senate on Monday. Of the trnth of this statement thero is no doubt. Tho governing motive for the acquisition of San Domingo is its geo? graphical position to this country as a means of national defense, as well as its general maritime advantages; and hence, u preliminary lease of Samana was effect? ed, and the jurisdiction of the United States established over that part of the territory of ban Domingo. Sovoral Sena? tors who are cognizant of tho particu? lars of the negotiation privately assert that San Domingo is of ns much impor? tance to us os the Island of Cuba, if not more; and that the acquisition of the one will more easily lead to our posses? sion of the other. It may be that the President of the United States, in his message recommending the ratification of .the treaty, will briefly state his rea? son? for the negotiation.
