Mr. Frank Arnim, Chairman of the Conference of County Commissioners, baa presented a memorial to. the Legis? lature, urging the postponement for ten years, of the organization of the town? ships. It is to be hoped that the sug? gestion will be heeded. Inasmuch as this recommendation comes from the County Commissioners themselves, aud many of thom members of the party in power, the inapplicability of the township system to the present condition of the State must indeed stand out in bold re? lief. The faot of the matter is, the adoption of the bill by the Legislature was an instance of legislative folly. It was a Northern system, totally unsuited to this State, and entailing heavy and entirely unnecessary bardons upon the tax-payers. Let Mr. Arnim'-* memorial be entertained. The system isa nuisance and an outrage upon sensible legislation. The memorial says: "The County Commissioners of the several counties have had their attention called by the citizens to the provisions of the Act, and have beon invited to coufer about the objections that have boen urged to it. The opinion entertained is, that the impoverished oocdition of tho State, at the present time, renders it impossi? ble for the people to pay the additioual taxes which the requirement nnder this Aot provide for, and in view of this opinion it was deemed worthy of the at? tention and consideration of the Confer? ence of County Commissioners of the State, in the proper discharge of their duties to the people of the several coun? ties, to ropresent to the Legislature the necessity of postponing tho organization of townships for a period of ten years at least, at tho expiration of which it is to be hoped that the State will bc in a pros? perous condition. "The connties of the State, laid out as the law directs,would be sub-divided into townships of not less than thirty-six, and not more than 100 sqnare miles in extent. The State contains 37,000 square miles. Let us suppose wo divide the State into townships of fifty square miles each, it woald contain 740 townships, whioh will require, according to the Act, soven officers in each township. The law allows $1.50 per diem for each officer. Say, for argument, that those officers are on duty 150 days, at $1.50 per day; fer annum it would amount to $1.575. f one township amounts to $1,575, 740 townships would amount, perannum, to ?1,105,500. We have no doubt but most of these officers would bo on duty for the greater part of the year. You will perceive by these figures the enor? mous expense this township bill will incur. This is only paying the salaries of officers, whose pay will be the small sam of $1.50 per day, for which no com {?etent man, if he honestly discharges lis doty, would bo willing to give hit .lervioes."
