Ho? ward, tho Commissioner of the Freed? men'*' Bureau, bas inned his annnal report. . It is largely occupied with a retrospective view of the operations of the bureau, which expired by the law of Congress passed in December last, so far as relates to aid to refugees. The educa? tional work aud bounty claims business, however, were cou tin ned by the same law. Gen. Howard says the payment of boun? ties must be continued through the bu? rean Qr some, other agency, until all shall have had a reasonable time to present ] their .claims. Of the continuation of the educational work, he says: "The educational work should not only be continued, but greatly extended. If the ?tate Governments aro not prepared nor willing to provide for the education of all classes, as I hope they will soon do, I recommend that the General Government j take the metter in hand. The safety of tho republic is the supreme law. There can bo no safety nor permanent peace' when ignorance reigns. The law of self proaorvation will justify tho National Le? gislature in establishing, through the bureau of education, or some other agen fy, a general system of free schools, and nrnishing to all ohildrcn of a suitable age, suoh instruction in the rudiments of learning, as may be necessary to fit them to discharge intelligently the duties of free American citizens.'" SUFFERING FOB OTHERS' GUILT.-On Thanksgiving day,, two convicts were re? leased from the Massachusetts State Pri? son' who, according to facts recently lear ned,, bave suffered imprisonment dur? ing a period cof nearly five years for a crime, of whioh another party is guilty. Their names were John Long and John Hayes, and the offence charged them was that of garroting a drunken man on the street. , A buck, weighing 125 pounds, was caught by Robert W. Lewis, Jr., on Fri? day, November 12, near the Fulling Springs, Alleghany Couuty, Va., held With tho left baud,.nod. killed with a huuting-kuifo. The door ' was at .bay with a cur dog, which waR afraid to seize it, and the hounds could not bo culled from the back trail.
