The discontinuance of the Loudon Star, and .the transfer of its interests to the London1 Daily News, ?re tho subject o? considerable comment, both by the English and American press. Instating tho reasons for their retirement from the field of journalism, the proprietors say that their objects in establishing their paper fb'r.i teen years ago were two-fold the first being the advocacy and propaga? tion of principles whioh wero then re? garded as extreme in their liberalism, and the second the establishment of the feasibility of ?applying tho public with a good newspaper for a penny. It is claimed that their old principles aro now the accepted and organic articles of tho liberal party, and that, under these cir? cumstances, there is no sufficient neces? sity for dividing the newspaper strength of that party, and hence the Star is merged in the News. Tho Tory papers, on the contrary, assert that the Star has accomplished its mission in ono sense, bot it is because the ideas it was founded to spread have been abandoned by its founders. It is suggested that thcro is a certain amount of truth in both statements, the moderato liberals and the radicals having now effected a compromise, and there is no ocension for Gladstone and Bright to have more than ono organ between them: The London correspondent, how? ever, who advances this idea, says (wo suspect truly) that the paper was dis? continued because it did cot pay, and it did hot pay because it was established and run ns a'personal organ, or, at best, as the organ of a clique. Tho same writer adds that there are only three morning dailies in London which are supposed to be paying at the present timo-the' Times, the Telegraph and the Morning'Advertiser. What truth there is in this, we do not know, nor can we imagine that the writer has certain means of information. There were five leading daily journals in London io the latter part of'the eighteenth century, when London 'was'a village compared to its presen t dimensions. Thc papers referred tO~werectke Morning Chronicle, founded in"7176.fr'the' Morning Post, 1772; the Morning-Herald, 1781; tho Times, 1785; and the Morning Advertiser, 1794. Most of .these, if not all, still survive, arguing considerablA4Y*itality. The'Lone . vh Tiptoes, which subsequent? ly eclipsed all English journals, origi? nally appeared under tho mime of the "Daily Universal Register." John Wal? ter, of Printing House sqnare, by whom it was first printed and published, added the name of "Times" to bis journal in the issue1 of January 1, 1788. At the ' beginning of the present century n thou? sand copies a day was the extent of its circulation, while that of some of its neighbors was nearly four thousand. The subsequent remarkable success of the Times bas been ascribed to a freedom from party ties, to its efficient system of obtaining and transmitting the earliest news, to its unceasing care in improving its mechanical resources and securing the beat available talent, and chiefly to the application of steam power to its print? ing press in 1814. It is now about fifty-five years since it availed itself of steam, its readers being informed on the morning of November 29, 1814, that "the journal of this day presenta to the public the practical re? sult of the greatest improvement con? nected with printing since the discovery of the art itself." Besides being the leading organ of pnblio opinion in Eng? land, tbe Times is tho chief medium of advertisements. Without, however, en? tire journalistic independence, it is doubtful whether the Times could have retained, in the midst of so many politi? cal and Social changes, its undisputed supremacy among Eoglish newspapers. Men in these days look to tho press chiefly for facts and reliable information, and consider themselves, for the most part, capable of forming their own con? clusions; though the wiser and bettor disposed they are the more ready are they to consider the views and take coun? sel of respectable, conscientious, and independent journalism.-Ballimore Sun. The Recorder of Bail), Mr. Saunders, ia a paper read before tho British Social ?oience Association, alluded to the ano? maly that, with the enormous national resources of Great Britain-her savings exceeding a hnndred raillions a year there should be no lesa than 70,000 per? sons annually apprehended for offences connected with property, and that 1,000, 000 persons should be in receipt of pu rish relief. The paper showed that crimes were more and more being con? fined to tho ignorant classes. lu tho year 1856, eighty-six per cent, of the criminals could neither read nor write, or could read or write ouly imperfectly, while io the year 18G8 this per cen togo bad increased to ninety-six. Looking at the educated portion of the criminals, the percentage who could read and write weU was, in 1856, h% per cent. ; that per oentage, in 1808, had dwiudled down to three. A widow of the name of Itugg having taken a Mr. Price for her second hus? band, and being asked by a frieod bow au? liked lue; change, replied, "Ob, I bare sold my old Rugg for a good Price." A wedding at Cairo, 111., was post? poned the other day by a telegraph from the groom, which read: "Have to wait till next week. Wife bas overhauled me." Special Notices.
